In addition, Jason negotiated public-private partnership agreements with City Economic Development staff to ensure delivery of public infrastructure at a net zero cost to the developer. Jason also managed the design, approval and construction of approximately $40M of infrastructure improvements including design consultant selection; technical input on various design issues; negotiation of right-of-way acquisition from adjacent property owners; coordination of public bidding process; construction and contract administration.Jason provided wide-range of financial “sensitivity analysis”: from standard building pro forma; and potential public-private partnerships using tax-increment financing (“TIF”) and 380 Grants; to potential joint-venture structuring for build-out. Additionally, Mr. Elms pursued build-to-suit and real estate land sale opportunities by interaction with site selection consultants; coordination with real estate brokerage community; coordination with municipal Economic Development staff on availability of incentives; coordination with City staff on permitting inquiries; and preparation of formal responses to Requests for Proposal including creation of graphics and site plans. Mr. Elms also provided property management for industrial tenants and raw land holdings including oversight of minor facility and property maintenance; coordination of major repairs; insurance and claims handling; and full tenant interaction.
Project Engineer / Project Manager / Department Manager
Jason managed a team to entitle an approximately 1,700-acre industrial business park in Midlothian, Texas. Entitlement efforts included annexation, zoning, and engineering master plans (water, sewer, drainage and thoroughfare). In addition, Mr. Elms assisted in the negotiation of a public-private partnership agreement using tax-increment financing (“TIF”) to ensure delivery of public infrastructure at a net zero cost to the developer. Jason served as District Engineer for the Midlothian Development Authority (TIF Board) and the Ellis County Rural Rail Transportation District and managed the design, approval and construction of approximately $36M of infrastructure improvements. Jason's land development experience focused on industrial / office site development (~4.4 million square feet of flex / warehouse / distribution space), retail site development (30 commercial site developments ranging from 1-acre corner drug stores to 90-acre power centers), multi-family development, and single family development. Jason also spearheaded the development of the DFW Construction Department and managed the construction / contract administration for approximately $60.0M of infrastructure improvements.
