State of California – Bureau of Automotive Repair Serving as Project Management Consultant to the State. Oversees all aspects of the development project for a custom .NET web application to support BAR's Consumer Assistance Programs.  Managing team of 12 development, quality assurance, and subject matter expert staff.  Overhauled project schedule and methodology for the project, which had failed in two attempts at development prior to my engagement. Project is currently on budget and schedule with four months remaining to go-live. Meets with agency executives and IV&V on a regular basis to provide project status reports, plan and integrate legislative program changes mid-project, and meet legislative mandates for implementation. Project uses modern development methods and tools such as agile lifecycle, code generation, continuous integration, automated testing, code inspections, CSLA framework, .NET 3.5, and Telerik RAD control library.

 Worked at executive level with CaseTrakker’s large strategic clients to design and implement managed care software package. Clients included national and regional health plans, public agencies, and social services. Member of five-person management committee responsible for company strategy, sales efforts, product development, hiring, project staffing, and company performance. Managed all aspects of client software implementation projects including pricing, budgeting, work plan development, and staffing. Managed projects between $50,000 and $250,000 in professional services revenue. Assisted Director of Marketing in sales efforts. Conducted remote and on site demonstrations of the CaseTrakker product. Developed application prototypes, wrote RFP responses, and made oral presentations. Developed and implemented project management processes to promote uniformity and quality across projects.

CA Department of Development Services – CADDIS Project Served as Deputy Project Manager for $17,000,000 project to implement an enterprise-wide system to be used by DDS and 21 non-profit regional centers to administer services to individuals with developmental disabilities. Planned and facilitated JAD sessions via phone and in person with key Regional Center stakeholders. Wrote detailed design documentation and achieved stakeholder approval through collaborative review meetings. Assisted in the development of the project proposal including staffing model, pricing, budgeting, and work plan. Participated in procurement meetings and oral presentations to DDS during the procurement process.California Endowment – Technical Assistance for Express Lane Eligibility Initiative Worked with the California Endowment and multiple county education officials to develop a strategy for implementing an Express Lane Eligibility project. The initiative aimed to provide families deemed eligible for subsidized school lunch with a streamlined application process into the State’s Healthy Families program. Assisted in the procurement process including proposal writing, scoping, and budgeting.CA Health and Human Services Data Center – ISAWS Project Served as Application Manager for Welfare to Work software system that was deployed to over 6700 desktops in 35 California counties. Managed project from initial design to development, roll-out, and maintenance. Facilitated regular project steering meetings with top State and County executives to discuss issues and strategies for the ISAWS project. Reported monthly to the ISAWS Consortium of county regional managers. Managed team of four track leads and twelve sub-contractor developers to complete initial release of the software. Oversaw the entire change request lifecycle from requirements to implementation.

 Managed daily operations of Labor Connection, a non-profit temporary labor business founded to create employment opportunities for the homeless. Employed 70-120 homeless men and women on a daily basis. Managed four sales, dispatch, and payroll/billing staff. Monitored profit and loss statements and responsible for overall performance of the business. Conducted interviews and made hiring and placement decisions. Completed year of service as a VISTA Volunteer. Assisted homeless men and women in conducting their job searches. Taught job preparation classes on job search skills, resume writing, and interview techniques. Recruited and managed volunteers to conduct mock interviews for students.
