Visiting Lecturer for the Program for Cyber Security Studies

I identified and steered the planning for cyber-related law enforcement and counterintelligence activities as a senior expert and advisor on criminal investigations. As Chief of Staff from 2017 to 2018, I headed business operations as the COO, including a $450M budget and 2,000 personnel.► Boosting NCIS technology innovation and customer service to meet evolving agency needs, I conceived and influenced the technical development division’s transition to the Cyber Directorate. I also developed an agency-wide open source intelligence platform and data aggregation tool.► I fortified the security of Department of Defense data residing with cleared defense contractors by working with stakeholders to upgrade contractor standards, leading to the development of a task force to address intellectual property theft and technical solutions to aid network defenders.► By pivoting the team focus to operations addressing the top foreign intelligence and criminal threats, I increased operations and investigations 400%. I also built private industry and academia partnerships to promote collaborative solutions development.

The task force leverages its members’ collective authorities and capabilities and collaborates with international and private sector partners to direct all available resources against domestic cyber threats. I guided the overall government cyber activities and coordinated a task force comprised of more than 33 department, agency, private industry, and foreign partners from across law enforcement, the intelligence community, and the Department of Defense. ► Quadrupling operational efforts supporting government cyber campaigns, my efforts assisted in the signing of the US-China Cyber Agreement, the first US-China Law Enforcement and Cybersecurity dialogue and the whole of government response to Russian cyber efforts during the 2016 presidential election.► Multiplying forces and resources to negate budgetary and recruitment deficits, I aligned projects with the mission and grew partner participation by 33%, instituting metrics, assessment criteria, a standard project management methodology, and sustainable processes.►I presented as a guest lecturer at the Cyber Security Program at the George C. Marshall European Center for Security Studies in Germany.

Steering global cybersecurity and operational and investigative efforts worldwide, I designed cybersecurity solutions, advised on agency positions, and orchestrated a cybersecurity program transformation. My scope included leadership of 120+ personnel and contractors around the world and interfacing with Senior DON, Department of Defense, and National Security Officials on cyber counterintelligence, terrorism and law enforcement matters.► Strengthening partnerships with the intelligence community and national security staff, I drove the communication of critical intelligence to and from NCIS. ► I initiated research into ISO 17025 and 17020 accreditation requirements for cyber personnel and facilities.► By moving the forensic examiner role under the operational control of field office leaders, I accelerated and improved digital and multimedia cyber support to 14 global field offices. I also established a referent program and integrated national security efforts into 3 centers of excellence.► Driving employee morale and a pipeline of internal candidates for vacant positions, I transformed the unit from a support role to an operational role.► I spoke as a panelist at the Armed Forces Communications & Electronics Association’s Cyber Security Summit, presenting on “Cyber Security Issues Affecting Industry And Government.”► I won the National Counterintelligence and Security Team Award for Cyber/Technology.

As a senior expert advisor leading the NCIS cyber program and as the acting Deputy Assistant Director and Division Chief, I shaped, implemented, and oversaw management of the first NCIS cyber policy and strategic plan. I managed a $30M budget and 100+ personnel assigned to 140 field activities internationally. ► I sped forensic support to criminal investigations, from 45 days to 30 days, and increased national cyber security investigations and operations by 50%.► By identifying and transferring $12M in under-allocated funding into the overall NCIS budget, I enlarged program funds by 45% for purchases, training, and operational travel.► I implemented data resilience, collocated at an offsite facility using shared resources, for economical, scalable offsite storage and backup recovery in support of operational and investigative efforts.► I established a policy for the digital examination of mobile devices and led the agency-wide program rollout.► Championing collaboration and knowledge sharing, I built 3 centers of cyber excellence.► To drive management competency on cyber security, I designed and facilitated training for entry-level, mid-level, and senior managers.

I served in a variety of roles with growing responsibility. Assignments included: --NCIS Representative to the Marine Corps Network Operations and Security Center--A variety of NCISHQ assignments ► I presented on "Alternate Light Source for Examination of Stains on Multicolored Textile” at the Annual Meeting of the American Academy of Forensic Sciences.► For my role in solving a double murder case, I received the Chief’s Award from Prince Georges County (MD) Police.
