I volunteered to help, and led an advance party on 4 occasions to establish face-to-face communication with 4 different armed rebel groups operating in the eastern Congo. Facilitated subsequent negotiations that led to the surrender and integration of the 3 internal rebel groups, enabling the first democratic elections in 40 years.
