About Jauad El Kharraz

Senior Water-Energy-Climate expert. He has been the Executive Director of the Regional Center for Renewable Energy & Energy Efficiency (RCREEE) in Egypt from Oct 2021 to Sep 2024 where he led a multinational team in supporting MENA countries in their energy transition, and previously R&D Director at the Middle East Desalination Research Center, Oman (2015-2020), in charge of research programs/ projects on sustainable and renewable desalination technologies, water-energy-food nexus, climate-water-science diplomacy.. He has been projects manager at the Euro-Mediterranean Information System on know-how in the Water sector (EMWIS), France (2004-2015). Earlier he was researcher at the Global Change Unit, University of Valencia (Spain). He also worked as senior consultant for Sud-Convergences (France), and Expert Evaluator of the EC DG Research & Innovation. He got MSc & PhD degrees in Earth Sciences (Physics) from the University of Valencia, Spain. He got a Diploma in Enterprises Management & Strategy from SKEMA Business School, France. He is Co-founder and SG of Arab World Association of Young Scientists. He organized and launched an important number of scientific events and networks. He chaired the evaluation for national & regional programs. He joined the EMME-CCI Task Force on Water Resources and he is member many other international scientific boards such the Omani Energy Majlis, the European Desalination Society and the Global Carbon Council. He was nominated in 2011 by the French Ministry of High Education & Research as representative at the Intergovernmental framework for EU Cooperation in Science & Technology (TN1301). Dr. Jauad was one of 40 scientists worldwide selected for the “World Economic Forum-WEF’ for New Champions” in Tianjin, 2012. He became the founding curator of Nice’ hub Global Shapers -WEF (France). He has published and contributed to hundreds of conferences in more than 60 countries, journals and reports in the aforementioned fields. He co-authored UNESCO Science Report 2015. He has built a strong record of attaining progressively responsible managerial positions during his 25 years international career (MENA & Europe) in relation with sustainability, climate change and management of natural resources (water, energy, agric..). He demonstrated efficiency in diversifying the funding of his organizations through obtaining funds from the European Commission programs (FP7, H2020, ENPI CBC Med, INCO MED, INCO NGOs, SMAP, LIFE, PRIMA, etc.) and also from international donors such as GIZ, USAID, and national ones (CSRs..)

    Dr. El Kharraz led RCREEE, and the implementation of its strategy aiming to enable and increase the adoption of renewable energies and energy efficiency practices across the MENA region. He led more than 40 projects (renewable energy, biodiversity, desalination, energy efficiency, green finance, green hydrogen, water-energy-food nexus, green economy, climate diplomacy, desalination for agriculture, methane reduction, environmental and socio-economic assessment studies, etc.) implemented for governments, UN agencies, European Commission, GIZ, IKI, ECF/PIE, IsDB, private sector, etc.In 3 years, he succeeded in tripling RCREEE incomes and multiplying and diversifying projects and funding sources. For the first time, he obtained funding from philanthropic funds, and consolidated the portfolio with private sectors and investors in the wind energy sector, and strengthened the relationship with the European Commission (DG NEAR), UfM Secretariat, the League of Arab States and the key regional stakeholders such as IRENA, IEA, UN ESCWA, MEDENER, OMEC, MED-TSO, MEDREG, Guidehouse, FAO, IWMI, AWC, etc. He contributed significantly to the financial sustainability of the center and rebuilt its brand as one of the most active regional centers in the MENA region and a key player in the energy transition policies and debate. RCREEE presence at COP27 and COP28 in particular was a great success and he created a proper international spot (Cairo Sustainable Energy Week), which became a hotspot for all energy transition stakeholders (governments, industry, private sector, international financial institutions, academia, CSOs, etc.).
