About Javier Beltrán
I am an experienced and skilled professional in the field of nature conservation and sustainable production. I currently dedicate my professional time to help identify opportunities and resolve challenges for achieving regenerative agriculture (farming and ranching) and land/water protection together, while considering the vision and needs of the multiplicity of public and private actors who thrive for a living, from fields to markets, and across viable and vibrant landscapes. My expertise comprises all aspects of strategic planning and program/project development and implementation, including monitoring and verification for testing and adaptation, and information management in support of decision-making. High quality writting of all class of documents in both English and Spanish is one of my abilities; I prepare sound funding proposals, and continually search for opportunities of engagement of all sort of funders - from individual donors to corporate investors, among others. My aspiration is to demonstrate and replicate success stories in full alignment of conservation and development goals, and contribute to expand the sustainability message more widely. These include initiatives to implement regenerative agricultural practices - farming and ranching, principally but non-exclusively in landscapes of priority for action (Gran Chaco and Patagonia Iconic Places), and to promote effective nature protection in public and private land. My duties comprise directly supervising 7 staff, preparing proposals, elaborating reports - in both English and Spanish, and overseeing field work in different geographies. I interact with a diversity of public and private (including corporate) stakeholders and partners, with which TNC collaborate in the joint implementation of collaborative actions in pursuant of environmental outcomes with benefits for locally vibrant, equitable and inclusive communities.

Lands Strategy ManagerThe Nature Conservancy Mar 2017 - Feb 2019Buenos AiresI am responsible for the implementation of TNC´s driven healthy agricultural (including ranching) systems and practices in priority landscapes (Great Chaco; Patagonia; and the Pampas) of Argentina. Means for this include a science-based identification of lands suitable for sustainable and low-carbon intensification of production, combined and connected with areas dedicated to nature conservation. The approach involves promoting the so-called good/green growth compacts between key players of selected value chains; developing sustainable packages and toolkits for farmers; demonstrating benefits through business cases; and tracking progress at different scales. Selecting critical landscapes in terms of maintained ecosystems services such as water, carbon, and biodiversity is of outmost importance for this strategy.

Coordinator Working Landscapes StrategyThe Nature Conservancy Sep 2008 - Mar 2018Ciudad Autonoma De Buenos AiresI coordinated The Nature Conservancy´s efforts to hamonize nature conservation with sustainable and climate resilient agronomic development in rural Argentina. The strategy seeks to promote the sustainable intensification of commodities production in lands under use or with use potential, while securing the long-term preservation of biodiversity hotspots under different ownership regimes. It combines the realization of multi-partner compacts to achieve deforestation and erosion-free easy-to-monitor cropping and grazing practices, and the conformation of nature corridors across landscapes. Examples of this approach includes the regeneration of soils through grazing in the Patagonian Grasslands, and deforestation-free sourcing of soy and beef in the Great Chaco. A land protection mechanism to which the Conservancy has given special attention is the conservation easement.

A geography of special attention was the north-western sector of the province of Neuquén (northern Patagonia), where the Foundation succeeded in the implementation of the first conservation easement in the country (in Lagunas de Epu Lauquen). The easement was established inside the Epu Lauquen Touristic and Forest Provincial Reserve, and the immediate task was to implement a co-management approach in association with the Municipality of Las Ovejas, and the Provincial Protected Areas Directorate of the Province of Neuquén.

Specific duties included: 1. Coordinate one-week visits to Argentina by three small TNC work teams, working with them to set up meetings and coordinate their agendas; 2. Conduct research and interviews in Argentina with selected organizations, as determined in conjunction with the core team; and 3. Produce final report, merging reports done by the three TNC teams and summarizing the consultant’s own research into a single document. The final report was lately used as a basis to open the Patagonian Grasslands Conservation Project in March 2008.

Efforts to implement conservation easements as a private land conservation tool were initiated under this period. A conservation partnership with the Company Masisa - with forest plantations along the course of the Uruguay River, with the designation of remnant of native forests as private reserves, also took place at that time. I prepared a project proposal called "Mitigating the loss of biodiversity in private forestry land", which was funded by the Environmental Fund of the Foreign and Commonwealth Office of the United Kingdom in April 2003.

The project consisted in the distribution of funding to implement information systems within museums, universities and other institutions member of the Red Argentina de Colecciones Biológicas, following international standards and protocols. This project represents the basis of what is today the National System of Biological Collections.
