About Javier Beltrán

I am an experienced and skilled professional in the field of nature conservation and sustainable production. I currently dedicate my professional time to help identify opportunities and resolve challenges for achieving regenerative agriculture (farming and ranching) and land/water protection together, while considering the vision and needs of the multiplicity of public and private actors who thrive for a living, from fields to markets, and across viable and vibrant landscapes. My expertise comprises all aspects of strategic planning and program/project development and implementation, including monitoring and verification for testing and adaptation, and information management in support of decision-making.     I am in charge of directing the program of conservation land and water-based projects that TNC is achieving in Argentina. These include initiatives to implement regenerative agricultural practices - farming and ranching, principally but non-exclusively in landscapes of priority for action (Gran Chaco and Patagonia Iconic Places), and to promote effective nature protection in public and private land. My duties comprise directly supervising 7 staff, preparing proposals, elaborating reports - in both English and Spanish, and overseeing field work in different geographies. I interact with a diversity of public and private (including corporate) stakeholders and partners, with which TNC collaborate in the joint implementation of collaborative actions in pursuant of environmental outcomes with benefits for locally vibrant, equitable and inclusive communities.

    I coordinated The Nature Conservancy´s efforts to hamonize nature conservation with sustainable and climate resilient agronomic development in rural Argentina. The strategy seeks to promote the sustainable intensification of commodities production in lands under use or with use potential, while securing the long-term preservation of biodiversity hotspots under different ownership regimes. It combines the realization of multi-partner compacts to achieve deforestation and erosion-free easy-to-monitor cropping and grazing practices, and the conformation of nature corridors across landscapes. Examples of this approach includes the regeneration of soils through grazing in the Patagonian Grasslands, and deforestation-free sourcing of soy and beef in the Great Chaco. A land protection mechanism to which the Conservancy has given special attention is the conservation easement.

The easement was established inside the Epu Lauquen Touristic and Forest Provincial Reserve, and the immediate task was to implement a co-management approach in association with the Municipality of Las Ovejas, and the Provincial Protected Areas Directorate of the Province of Neuquén.

    I was in charge of developing the basis of what it is today the "Red Hábitat de Reservas Naturales Privadas", a network of private properties in the Provinces of Santa Fe and Entre Ríos, in central-eastern Argentina. Efforts to implement conservation easements as a private land conservation tool were initiated under this period. A conservation partnership with the Company Masisa - with forest plantations along the course of the Uruguay River, with the designation of remnant of native forests as private reserves, also took place at that time. I prepared a project proposal called "Mitigating the loss of biodiversity in private forestry land", which was funded by the Environmental Fund of the Foreign and Commonwealth Office of the United Kingdom in April 2003.
