Responsible for analyzing expenditures and forecasting the timing and magnitude of future costs, managing and reporting funding availability and the timing of its use, tracking all funding needs and associated risks, and appropriately communicating funding status to W87-1 program, Nuclear Deterrent (ND) PMO, and NNSA (Customer) stakeholders.Accomplishments:- Implemented temporary funding constraints due to upcoming Continuing Resolution. I identified and implemented limits of obligation (LO) on existing and future POs. The LOs resulted in freeing up ~$12M of current year obligations which made a significant positive impact to the program’s unencumbered financial carryover. -Created a temporary review process for new purchase requests, including working with the configuration management team to create a submission site on SharePoint to ensure requests were organized and dynamically updated. I presented these and other findings to the PM Consistency board for implementation across all ND programs.- Created an effective process for managing and communicating status for numerous Program funding sources

Responsible for identifying, communicating, reporting and facilitating mitigation actions on all changes to the project cost and contingency in addition to identifying and ensuring entitlement of commercial opportunities for the Bechtel prime contract.Accomplishments- Successfully managed $281M of project contingency, retaining $150M at project complete- Ensured that Bechtel received the maximum of contractual bonuses- Managed the successful closeout of over 400 change orders- Acted as the primary liaison with Bechtel's external auditors (PwC).- Advanced all aspects of the change management program to turn it into a forward looking system as opposed to a historical tracking system. This allowed for earlier mitigation of changes by senior management.- Prepared cost trend estimates (500+ small capital estimates) in support of the project cost trend program.

Responsible for the analysis, maintenance and cost control of the Casthouse area budget ($300M) and contractor.Accomplishments- Implemented re-baseline/forecast mitigation plans in conjunction with the contractor, Samsung, to improve the to-date performance- Successfully ensured that the $300M contract stayed within budget- Successfully mitigated and addressed the cultural differences and issues experienced with the Korean contractor in our area by working directly with the Casthouse Area Manager to execute “Western-Korean Intercultural Training”.- Prepared discipline estimates for Equipment, i.e. conveyors, material handling systems, pumps, tanks, heat exchangers, internals, etc, in support of field service requisitions for additional scope of work.- Analyzed cost/price data from suppliers/subcontractors, EPCWorks, EPPR (Bechtel cost control systems) with the ability to generate comparative data (historical costs and other metrics) as part of the cost/price analysis.- Supported bid evaluation of cost and schedule criteria and contributed to technical and commercial bid evaluations.- Reviewed design or Request for Proposal (RFP)/Invitation to Bid (ITB) scope criteria and quantities for completeness and reasonableness, and coordinated with the project to develop additional estimating basis when information is incomplete.
