Command Senior Enlisted Leaders (CSELs) ensure and enhance naval warfighting readiness by providing leadership and mentorship to the Navy and advice to commanders and COs in partnership with deputy commanders, chiefs of staff, or executive officers (XO). Their duties include the dissemination and promotion of command policy and matters that support mission accomplishment. They also uphold and enforce the highest standards of professionalism and integrity, while enhancing active communication at all levels of command throughout the Department of the Navy. CSELs report directly to their respective commander or CO, advising and providing input and advice in matters affecting operational mission success, operational readiness, manning, and training of all Sailors, as well as providing input to the formulation, implementation, and execution of policies concerning the culture of excellence to include the morale, welfare, job satisfaction, discipline, and support to families.The duties and responsibilities of CSELs must include, but are not limited to:Assist commanders and COs in all matters pertaining to the warfighting readiness of Sailors, their families, and the command. This includes the welfare, health, job satisfaction, morale, utilization, and training of Sailors in order to promote standards of good order and discipline. They will advise commanders and COs on formulation and implementation of changes in policy affecting the command(s). Furthermore, they will provide solicited and unsolicited advice and recommendations to the chain of command as well as to their respective ISIC CSEL.Establish and maintain the conditions that ensure the unit is fully prepared for warfighting while enabling a culture of excellence that includes a productive and positive command climate.Develop a CPO Mess climate that serves to develop and maintain the highest levels of material and warfighting readiness, professional excellence, and espirit-de-corps.

Safe For Flight: Responsible for screening and certifying CMV-22B aircrafts safe to fly prior to launch. A Safe for Flight qualification (SFFQ) is a process by which an aircraft is deemed safe to fly after undergoing a series of tests and inspections. It is the responsibility of the SFF authority to determine if the material resources, training, expertise, and procedures are in place for a command to operate aircraft in a safe and effective manner.

Role of a CMEOThe CMEO program manager functions as a single point of contact when a command climate specialist is not assigned to the command for MEO matters within the command. Duties and responsibilities of a CMEO program manager consist of, but is not limited to the following:Serve as the coordinator for the command climate assessmentOrganize DEOCS data analysis team to identify trends and risk factors for destructive behaviorsAssist Service Members who believe they have been subjected to harassment or prohibited discrimination in determining available resolution options.Process all harassment and prohibited discrimination reports utilizing NAVPERS 5354/2Provide command statistics regarding discrimination, harassment (to include discriminatory harassment, sexual harassment, hazing, and bullying), and fraternization to the commanderTrack, monitor, report and provide status updates on harassment and prohibited discrimination complaints to the respective CCSCoordinate and monitor MEO training when directed by the commander

The quality assurance responsibilities assigned to the QA division include the following:Maintain the central technical publicationslibrary for the department, including technicaldirectives (TDs). Control classified technicalpublications for the department. Ensure that each division or branch receives all publications applicable to its respective work areas and that these are kept current and complete.Establish qualification requirements for quality assurance representatives (QARs), collateral duty quality assurance representatives (CDQARs), and collateral duty inspectors (CDIs). Review the qualifications of personnel nominated for these positions, and endorse these nominations to the department head.Periodically accompany CDIs during scheduled and unscheduled maintenance tasks to observe their proficiency.Ensure that all work guides, checklists, checksheets, maintenance requirements cards, etc., used todefine or control maintenance operations are completeand current before they are issued to crews orindividuals.
