I have developed and reviewed construction and restoration cost estimates on many projects over my career. The FEMA CEF is similar to the comprehensive build-up spreadsheets I used under my previous employers (Black & Veatch, URS, Shaw Group, Arcadis). RSMeans and other industry-standard construction cost estimating resources were required for populating and comparing data in these spreadsheets. As I progressed to Senior Project Manager my role was to perform QA/QC on cost estimates sent to clients.
