Two separate one-month assignments: URS Dewberry (NISTAC), 2008 - FEMA work on Hurricane Ike to establish pre-disaster economic and demographic conditions. Shaw Group, 2005 - USACE/FEMA work on Hurricane Katrina cost estimating for local agencies; a temporary municipal facility in Erath, Lousiana, and a temporary medical facility in the parking lot of the New Orleans Superdome. I have developed and reviewed construction and restoration cost estimates on many projects over my career. The FEMA CEF is similar to the comprehensive build-up spreadsheets I used under my previous employers (Black & Veatch, URS, Shaw Group, Arcadis). RSMeans and other industry-standard construction cost estimating resources were required for populating and comparing data in these spreadsheets. As I progressed to Senior Project Manager my role was to perform QA/QC on cost estimates sent to clients.
