Director of Contracting, Procurement and Legal Compliance for the MN. Dept. of Human Services. Annual expenditures in excess of 900 million consisting of professional/technical contracting services, procurement of goods and services for central and facility operations as well as specialized procurement of prepaid medical plans and services for the state hospital and community services; operations, including technology and medical specialties. Manage compliance functions related to public contracting and procurement activities for the Department. Legal counsel to the Department's senior management on contracts, inter-governmental cooperation, litigation and related activities. Responsibilities include personnel, budget management, strategic planning and implementation.

Chief administrative officer for County Attorney; responsible for daily operations of 48 staff; attorneys, paralegals, legal secretaries, secretaries, law clerks and volunteers. Directed activities of staff, evaluated management and supervision of division activities; investigated personnel complaints and recommended actions, development of annual work programs, budgets, goals and determination of office priorities. Executive functions include personnel hiring, discipline, evaluations, staffing and budget analysis; implementing policies of the County Attorney; special report preparation and dissemination; liaison with state and federal agencies and elected officials. Liaison with departments to determine appropriate legal actions; representation in settlement discussions and coordination of related litigation activities. Coordinated and supervised support activities including work assignment, procedures and evaluation, computer hardware upgrades and training. Developed, implemented and monitored an annual budget of approximately $4,500,000 including evaluating personnel needs, capital and operating expenses. Liaison with local and state law enforcement agencies. Appellate brief research, writing and argument to Court of Appeals and petitions seeking or denying review to the Minnesota Supreme Court. Responded to print and broadcast media.

Attorney in general practice of law. Areas of practice included real estate, criminal prosecution (contract position), criminal defense, family law including divorce, child custody and support, children in need of protection, business formation. Representation included motion and trial work. Additional work included an appointment as Special Assistant Attorney General representing the Minnesota Department of Human Services Regional Treatment Centers in the areas of civil commitment, Jarvis and Price-Sheppard hearings and related matters. This included motion practice and all trial work. Pro Bono activities included immigration and political asylum representation, Chrysalis Legal Clinics and mentoring and judging high school moot court competition.
