Advised Governor-appointed Secretary on juvenile justice policy solutions and organizational reforms that fundamentally improved outcomes for Maryland’s youth and families. Worked as member of DJS Executive Leadership team that led an agency of 2,500 employees and maintained a $280 million budget. Represented the agency on various committees and served as a liaison with the governor’s office, state agencies, legislators and the judiciary. Prepared reports, memoranda and correspondence to provide advice and make recommendations on juvenile justice program issues. Provided management oversight to 5 units, consisting of 5 senior managers and over 70 staff. KEY ACCOMPLISHMENTS: Engaged in the agency's strategic planning and juvenile justice reform process that resulted in: (1) driving down the number of youth in secure detention by 64%; (2) driving down the number of youth in committed treatment by nearly 80%; and (3) driving down the youth recidivism rate from 20.6% in 2015 to 16.2% in 2021. The cumulative impact of over a decade of reforms resulted in overall youth crime declining 78% statewide. Engaged in multi-agency grant reviews that distributed millions of dollars to community-based programs working to improve outcomes for justice-involved youth and families.Engaged in outreach and established cooperative working relationships with state agencies and other third-party stakeholders to accomplish shared goals regarding law enforcement practices, substance use treatment and collaborative solutions to support youth and families. Provided oversight to the Office of Equity and Inclusion, which created the DJS Race Equity Framework to remove barriers and achieve race equity in DJS policies and practices.Led various project teams including a workgroup that implemented a statewide DJS employee awards program in 2020 that has recognized and publicized the accomplishments of nearly 200 employees.
