Jay Clement joined the New England District as an Engineer Officer in 1982 after completing the US Army Engineers Officers Basic Course. In 1984 he opened the Maine Project Office, transitioned from military officer to civil servant, and has remained in charge of the Maine Project Office since. Jay currently leads a team of four other senior project managers. The office is primarily responsible for administering the Regulatory Program (permit program) for the Corps of Engineers in the State of Maine. His office processes all permits including those of a more complex, controversial, or environmentally sensitive nature for work in navigable waters (Section 10 of the Rivers & Harbors Act of 1899); for the discharge of dredged or fill material into all waters (Section 404 of the Clean Water Act); and for the transport of dredged material for disposal at sea (Marine Protection, Research & Sanctuaries Act of 1972). The Maine Project Office team is responsible for administering a complex program within a state that is larger than the land mass of the other New England states combined and contains extensive resources that are subject to Corps regulatory authority - extensive wetlands, 3,500 miles of coastline, 3,000 coastal islands, 6,000 lakes and ponds, and 32,000 miles of rivers, streams, and brooks. His office also ensures response capabilities during NAE Emergency Operations in Maine and provides a "One Door to the Corps"​ point of contact for all other non-regulatory Corps missions in Maine.
