Jay Egan is the Executive Director of BeneCare Dental Plans. Benecare administers the MassHealth Dental Program within the Massachusetts Executive Office of Health and Human Services (EOHHS). The MassHealth Dental Program provides access to comprehensive dental care to approximately 2.0 million residents in the Commonwealth of Massachusetts.Prior to BeneCare, Jay Egan was Vice President of National Managed Care Relationships at Public Partnerships - the nation's leading provider of Medicaid funded Self-Directed HCBS among the frail elder and disabled population.Prior to joining Public Partnerships, Jay was Vice President, Business Development at Carroll Enterprises. Carroll Enterprises is a business process outsource firm providing technologically advanced administrative services and distribution to the health care sector and state government - benefit offerings, online quoting & enrollment, eligibility determination, decision support tools, call center and T.P.A. services. Jay directed the implementation of outsourced services that provide the administrative infrastructure for The Massachusetts's Health Connector Authority, the first fully operational Public Health Exchange.Jay held various leadership positions at the Fallon Healthcare System: Interim Executive Director of a $600,000,000 managed care plan, the #1 rated Plan in the nation by U.S. News and World Report (1996 &1998)- Led organization to NCQA accreditation - Led completions of successful bi-annual CMS regulatory oversight reviews- Achieved highest HEDIS scores of any plan nationally (1998).Directed business development initiatives among a broad range of market segments - Fortune 500's, Medicare, Medicaid, Federal, State & Municipal Governments. Worked with CMO's in offering evidence based treatment protocols and pay for performance programs to physician groups caring for elderly and high risk populations. Focus on asthma, diabetes, C.H.F., C.O.P.D, and medication compliance.
