Mr. Eubanks served as a Senior Performance, Change, and Organization Management Consultant. His expertise includes Strategic Planning, Organizational Alignment, Performance Measurement, Change Management, Financial Management, Human Capital Assessment and Readiness, and Program Management. In addition, Mr. Eubanks oversees the operational function of the Institute, including the development of training curriculum.

While at ICF, Mr. Eubanks worked on numerous projects associated with supporting the following Federal agencies: the Department of Homeland Security (DHS) Customs and Border Protection (CBP) Secure Border Initiative, Department of Defense (DOD) Civilian Personnel Management Service (CPMS), and Department of Navy (DON) Program Executive Office - Enterprise Information Systems (PEO-EIS) PMW 240 Sea Warrior Program. For each of these projects, Mr. Eubanks provided guidance and support for strategic planning, performance measurement, performance reporting, performance assessment and evaluation, change management, and policy analysis related to the management of the Federal government.

While at Oxley Enterprises, Mr. Eubanks supported the Department of Army Office of Assistant Chief of Staff Installation Management (OACSIM) with the development of performance measures. Performance measures developed for the goals of the OACSIM's Information Technology (IT) department, Army's Enterprise Transition Plan, and IT-related initiatives, including the Army's Geographic Information System Repository (GISR). In addition, Mr. Eubanks supported and facilitated the development of the cross-functional Army Installation IT implementation plan. The Army Installation IT implementation plan brought together military officers and senior executives from Army Installation Management Command (IMCOM), Army CIO-G6, and Army Network Command (NETCOM) to build an implementation plan that would be the guidance on integrating strategic, budgetary, and infrastructure priorities

While at Performance Institute, Mr. Eubanks served as trainer and consultant on performance management - specifically strategic planning, performance measures, performance-related budgeting, performance evaluation, and performance-based acquisition. He worked with officials from Federal, State, and local governments. Mr. Eubanks was a speaker on the planning, implementation, and analysis of Federal government performance, and the success and future of the Government Performance and Results Act (GPRA). In addition to his training and consulting, Mr. Eubanks worked with the Office of Management and Budget and Congress to shape the direction of legislation to enhance performance, accountability, and transparency of government agencies.

While at E&K Public Affairs, Mr. Eubanks served as the owner of an Arizona political and public affairs firm. Specifically, he worked with local political candidates and organizations on campaigns. Mr. Eubanks worked as the Campaign Manager for candidates seeking office at Federal, State, and Local government levels. His work included the following activities: campaign and strategic planning, legislation analysis, spokesperson, community outreach, grassroots coordination, and media outreach.
