As the Department of Defense (DoD) Program Manager for the Under Secretary of Defense for Acquisition and Sustainment (A&S) in support of Central Command (CENTCOM) Counter-small Unmanned Aerial Systems (C-sUAS) Joint Urgent Operational Needs (JUONs) and the United States Homeland Security. I worked with all four of DoD Services (U.S. Army, U.S. Marine Corp, U.S. Air Force, and U.S. Navy) to integrate and synchronize the capability development of Counter-small Unmanned Aerial Systems in Iraq, Syria and Afghanistan combat area of operations. I established the Joint C-sUAS Community of Interest to integrate Quick Reaction Capability (QRC) work across the department and quickly identify solutions to urgent needs. I provided guidance to various components for all matters related to technical and programmatic direction, policy and resource allocation for the C-sUAS JUONs and assistance to partner nations. These include cyber, electronic warfare, intelligence surveillance reconnaissance, unmanned vehicles, sensors, survivability, kinetic and directed energy weapons, and other priority programs. Director of Counter-Improvised Explosive Defeat (C-IED) Directorate for Headquarters Resolute Support, forward deployed in Afghanistan, I managed the development and deployment of Coalition concepts, plans and funding recommendations for the Commander, Resolute Support, a 4-Star General Officer, in support of Government of the Islamic Republic of Afghanistan (GIRoA) Ministry of Defense and Ministry of Interior requirements. I assessed and directed Coalition advisory activities in close partnership with the lead Ministerial Advisory Group, to build capabilities within the Office National Security Council, Ministry of Defense and the Ministry of Interior to independently execute strategic planning and funding activities. I advised and assisted the Afghanistan National Security Council to implement the National Counter-Improvised Explosive Defeat (C-IED) Strategy including electronic countermeasure and Explosive Ordnance Disposal (EOD) and Improvised Explosive Device Disposal (IEDD) training and equipping for the Afghanistan Army and National Police for the development of the Afghan National Security Forces C-IED Plan of Record, a United States only, Joint Staff directed, biannual report. I was responsible for the health, welfare and administrative support of 110 Joint Service Members, DoD Civilians, and contract employees in my Directorate. Corps Aviation Officer for 1st Corps located at Joint Base Lewis-McChord, WA I managed the base support of aviation operations, equitable distribution of aviation responsibilities, prioritizing aviation support efforts, conduct studies and assessments of aviation issues and evaluations, and execution of current aviation policies and procedures. As the 1st Corps Commander Senior Aviation officer, a 3-Star General Officer, I provided command oversight and served as the primary advisor of aviation technical and operational expertise to liaison with all installation directorates and supporting staff actions encompassing aviation policies and procedures. I served as Chief Aviation Officer within Fort Lewis Operations Center during activations in support of Federal, State and local emergency operations and aviation deployment/re-deployment operations.

Division Operations Officer for 1st Armored Division located at Wiesbaden Germany I managed all of the operations, training, plans, and force modernization required for the Division to fight and win during full spectrum operations as a subordinate unit to a regional combatant commander. Further responsible for the coordination, planning and execution of Division Global Rebasing and Restructuring operations in support of United States Army Europe transformation. Primary advisor to the Command General, a 2-Star General Officer, in coordinating resources to support individual, collective and combined arms training to sustain readiness and ensure the Division is prepared for any contingency. Provided command oversight for force protection, deployment readiness and the Division Operations Center. I performed the duties as the Division’s Chief of Staff on multiple occasions throughout my period as the G3.

Tikrit, Iraq

Chief of Operations for Multi-National Division-North (MND-N) in Iraq during Operation Iraqi Freedom (OIF) I managed the overall wartime functions during current Joint Operations while in a combat zone. I managed all Joint Operations in Northern Iraq and assisted 1st Armored Division in synchronizing operations in MND-N consisting of 22,000 U.S. Soldiers, Sailors, Airmen, and Marines in four Brigade Combat Teams, one Aviation Brigade, one Fires Brigade, and two Engineer Brigades. I coordinated the efforts to man, train and equip Iraqi Security Forces in MND-N including four Iraqi Army Divisions numbering over 69,000 Soldiers, 72,000 Iraqi Police and Department of Border Enforcement personnel. Managed and integrated all available air, land and special operations forces to synchronize their efforts toward ensure MND-N accomplished its wartime objectives. I assisted the Division in coordinating with Multi National Corps-Iraq in the execution of diplomatic, informational, military and economic objectives.

Camp Humphries, Republic Of Korea

Operations Officer of a Combat Aviation Brigade forward deployed in the Republic of Korea I was responsible for developing and implementing a high operational training program that ensured the Brigade can fight and win while preserving maximum combat power under conditions ranging from terrorist threats to full-scale regional conflict. Directly responsible for scheduling, managing and resourcing the training Brigade’s 2900 Soldiers, 48 AH-64D Attack Helicopters, 12 CH-47 Heavy-lift Helicopters, 40 UH-60 Medium-lift Helicopters, 12 HH-60 Medivac Helicopters, 5 C-12 Fixed-wing Aircraft and over 600 ground vehicles. Principle officer for coordinating the Brigade’s operational requirements with United States Combined Forces Command, 8th U.S. Army, 2nd Infantry Division, 7th U.S. Navy Fleet and 7th U.S. Air Force Wing and managing the Brigade’s 46 million dollar flying hour program.

Camp Humphries, Republic Of Korea

Squadron Officer for a Divisional Attack Helicopter Squadron forward deployed in the Republic of Korea consisting of three AH-64 Longbow attack helicopter Troop Commands and three Support Troop Commands I was responsible for developing and implementing a high operational training program that ensured the Squadron / Task Force can fight and win while preserving maximum combat power under conditions ranging from terrorist threats to full-scale regional conflict. Directly responsible for scheduling, managing and resourcing the training Squadron’s 700 Soldiers, 18 AH-64D Attack Helicopters and over 130 ground vehicles. I was responsible for operational readiness functions to include, tactical planning, orders development, task organization, scheduling, and execution of battle focused warfighter training and operations of which included land and range resource management, ammunition management, attack helicopter aerial gunnery training programs, simulations management, contingency plans, and readiness exercises. Squadron safely flew over 6,387 flight hours in one calendar year and exceeded 95 percent qualification and Soldier’s currency in all collective/individual crew served weapon systems over the same period. The principle officer for coordinating the Squadron’s operational requirements and managed the Squadron’s 21 million dollar flying hour program.

Camp Garryowen, Republic Of Korea

Executive Officer of a forward deployed Heavy Divisional Ground Cavalry Squadron in the 2nd Infantry Division located 6 kilometers from the Demilitarized Zone in the Republic of Korea I was responsible for logistical, administrative, intelligence, security, and installation operations for a Squadron consisting of seven Cavalry Troops with 950 Soldiers, 16 OH-58D Attack Helicopters, 27 M1A1 Main Battle Tanks, 41 M3A2 Cavalry Fighting Vehicles and 221 tracked and ground wheeled support vehicles. I was responsible for synchronizing the staff in a coordinated effort for sustained combat or crisis action operations; aligned and synchronized the Squadron’s manpower and resources during Re-stationing the Force order from 8th Army and managed the Squadron’s comprehensive re-station activates all within one calendar year. Simultaneously and seamlessly executed all five phases the operation by turning in 27 M1A1 Tank and deploying them to Iraq, turned in 16 OH-58D and deactivated the three Air Calvary Troop Commands and one Aviation Unit Maintenance Troop, closed two installations (Camp Garry Owen & Camp Stanton) and relocated the Squadron over 150 kilometers to Camp Hovey, and executed two Squadron level Air and Ground Gunneries. I ensured that all aspects of manpower and resources were aligned with Brigade and Divisional level of support. I supervised the execution of a 25 million dollar annual operating budget and provided oversight and supervision for activities and support for two remote camps with responsibilities for force protection, garrison operations, and soldier quality of life.

Deputy Brigade Commander for 1st Aviation Brigade station at Fort Rucker, Alabama I was responsible for the health, welfare and administrative support of 68 Officer, 246 Enlisted Soldiers, 74 Department of the Army Civilians, and over 2000 student Officers and Soldiers with the mission of developing tactically and technically proficient combined arms leaders and preparing them to serve in warfighting units. Primary duties as the Deputy Brigade Commander was to supervisor, manage, and coordinate the primary and special staffs. I was responsible for the training, coaching and professional development of the staff officers and served as a mentor for the junior officers within the Brigade. Aviation Captains Career Course Small Group Instructor and Team Leader I was responsible for the training and the professional development of up to 200 Captains Career Course Students annually, led 8 four month Captains courses over a 3 year period, and trained future Brigade and Battalion Commanders during the Pre-Command Course (PCC). Responsible for developing tactically and technically proficient combined arms leaders and preparing them for Company Command and Battalion/Brigade staff by increasing their knowledge and skill in aviation operations, combined arms tactics and application of technology, military history, and the human factors of war. I was responsible for the development and facilitation of 90 percent of the 18 week course of instruction. This duty assignment designated me as a Project Warrior Instructor in the U.S. Army.

Special Operations Aviation Planner and Senior Observer/Controller assigned to Special Operations Training Detachment (SOTD) I was responsible for all Joint Readiness Training Center (JRTC) and National Training Center (NTC) Special Operations training rotations. I performed duties equivalent to a Special Operations Aviation Battalion Operations Officer and observed/controlled all 160th Special Operations Aviation Regiments (SOAR) training activities and aviation missions. Primarily responsible for the planning, coordination, and resourcing of all SOAR force that participated in JRTC or NTC rotations. These rotations have joint strategic deployment and tactical contingency mission exercises realistic, doctrinally correct, fully integrated with the complete Special Operations Forces (SOF) scenario, and meet the training objectives of the SOAR forces. Headquarters Troop Commander in the 2nd Armored Cavalry Regiment’s Aviation Squadron, responsible for the tactical employment, Squadron support, maintenance, and welfare of an organization consisting of 30 Officers and 122 Enlisted Soldiers, fourteen Heavy Expanded Mobility Tactical Truck (HEMTT), eleven 5-Ton Trucks, eighteen High Mobility Multipurpose Wheeled Vehicle (HMMWV) and 28 crew served weapons systems. Performed duties in assembly area security, vehicle and equipment organizational maintenance, aircraft refuel and re-arm, communications, medical support, Squadron food service, and logistical convoys while deployed to Bosnia in support of Operation Joint Guard. I was responsible for the accountability and serviceability of 2200 line items of equipment valued in excess in of 30 million dollars. Safely deployed 16 Forward Arming and Refueling Point (FARP) to outlying basecamps in support of stability operations in Multi-National Division (North), maintained a ground vehicle operational readiness rate of 98 percent, 8 percent above the Army standard, and commanded the first rail load operations out of Tuzla during Operation Joint Guard without an incident and accident.

Company Executive Officer of an Aviation Intermediate Maintenance (AVIM) Company, assigned to the XVIII Airborne Corps I was responsible in providing aviation maintenance and logistical support to the 4th Squadron, 2nd Armored Cavalry Regiment. I was the principle staff assistance and second-in-command to the Company Commander. Responsible for the training, welfare, and morale of 152 Soldiers, property accountability and maintenance of 126 pieces of ground equipment, two organic UH-1 Helicopters, one OH-58D Attack Helicopter float aircraft, and 14 million dollars of organic support equipment.
