My current role as Senior Project Controls Specialist is to provide support for major projects (Over $1 Billion in construction value) within the Government and Mission Critical sectors. I have recent experience with; USACE, Baltimore District, for the National Geospatial-Intelligence Agency headquarters in Springfield VA, General Services Administration, for the FDA White Oak Consolidation in Montgomery Co., MD and supporting USACE on a major Data Center project in Utah. My role requires extensive use of US Government contracting forms and research of Federal Acquisition Regulations. My experience includes preparation of Government qualifications (SF 330 submissions), pricing proposals for Government clients (task order and stand-alone contracts), and support and participation in negotiation of final contract price, terms and conditions. I have participated in the preparation of major qualification and price proposal efforts including; Amtrak, DoD (DLA, USACE, NAVFAC, Air Force), Department of State, GSA, FBOP, FAA, USCG, USGS, and the Intelligence Community. In addition to large scale projects I have provided services to KlingStubbins for; Wright-Patterson Air Force Base, Peter W. Rodino Federal Building, and tasks for Amtrak, Federal Aviation Administration, and the US Geological Survey and support of commercial clients including Verizon and Thomson Reuters.Upon award of contract, my responsibilities include Contract Administration and change order management, payment requests to the Client, consultant invoice approval, scheduling and resource allocation and tracking. I have direct client contact for monthly reporting and contract and invoicing issues. I have proven experience in claim analysis and have provided testimony in mediation.I support overarching strategic planning for Government and Mission Critical sectors, including fee/profitability analysis, and support and advice to senior Management.

Responsible for Managing the Accounts Receivable department of eight employees.Liaison with Project Management in 17 locations and a diversity of markets to assure proper accrual of revenue for reporting to senior Managment and banking institutions.Managed an automated manpower system to meet project resource requirements.

Hired as an expediter in the Project Support Services Group my responsibilities grew to include; purchasing of equipment and services, document control, scheduling, budgeting, proposal writing and financial reporting.Worked for Fortune 500 clients in Pharmaceuticals and Food process.
