Mr. Jay Shrake serves as a Senior Principal Scientist to assist in the Regulatory Compliance Approach and Monitoring Plan development. Jay provides important aspects in formulating monitoring studies and approaches to meet mandated State Water Board compliance requirements, permitting, leading staff, overseeing data analysis and reporting, and evaluating monitoring routines within a scientifically credible approach for TMDL bacteria studies. Jay has been involved in numerous MS4 and TMDL monitoring and source identification studies, including the City and County of San Diego.Mr. Shrake has been involved in conducting a comprehensive source characterization to assist in proper management of the watersheds, as well as City negotiations with the Regional Board, USEPA, and other stakeholder groups regarding the control of pollutants within the environment. This includes sources outside of City control such as atmospheric discharges, brake pads, and the potential banning of toxic chemicals used in manufacturing and pesticides and using land use monitoring data to calibrate land-use-specific modeling parameters for hydrology, bacteria, sediment, and metals. Jay's interest includes improving the predictive capability of models used in the past for TMDL development, and support development of the future City-wide modeling decision support system planned by the City.
