A licensed Texas attorney, Jay has extensive experience in managing and leading non-profit associations. He currently serves as Vice President at The Center for American and International Law (CAIL) and as Director of two of CAIL's institutes: the Institute for Energy Law and the Southwestern Institute for International and Comparative Law. His responsibilities include the management of these entities as they pursue their mission of improving the quality of justice and promoting the importance of the rule of law through education of lawyers and law enforcement officials. Prior to joining the Center, Jay was General Counsel for Pipeline Integrity Resources, Inc. and operated a solo legal practice. He worked as an attorney in a variety of law firms beginning in 1997, with a focus on commercial litigation and appeals in state and federal courts.Jay is active in the American Bar Association and other professional organizations and has been a frequent speaker at conferences throughout the U.S., Europe and Canada. He chaired the American Bar Association Young Lawyers Division in 2006-07 and served on that entity's governing council for 10 years. He has served in the American Bar Association's House of Delegates for over a decade and is currently a member of the Council of the General Practice, Solo and Small Firm Division of the ABA. In 2006, Jay was named the Outstanding Young Lawyer of Dallas. Jay is also active in his community, where he has served for many years as President or another office of the McKinney Ice Hockey Club and McKinney North Stars Hockey Club. He has also served as Chair of the Parks, Recreation and Open Spaces Advisory Board. He has served as High School Section President and Secretary of the Texas Amateur Hockey Association.
