This is a professional and administrative department head position in the Emergency Services Department. The department functions involve the County-wide public safety communication/ dispatching/9-1-1 system and the County’s Emergency Management activities. The duties of this position include planning, organizing, developing and directing the over-all operation of the department. Employee exercises considerable independent judgment and creativity within the laws and regulations established by Federal/State/Local governments.ESSENTIAL JOB FUNCTIONS Plans, directs and administers the over-all operation of the Public Safety Communications Center. Manages department personnel and functions including hiring, promotion, and disciplinary process. Analyzes work loads and makes recommendations for appropriate staffing.Directs the supervision, training and personnel administration for the Emergency Services Department staff.Establishes cooperative working arrangements with participating law enforcement, fire and Emergency Medical Services (EMS) agencies. Defines, develops and implements changes as appropriate to improve the efficiency of the department operations and delivery of services Develops statistical and planning reports. Prepares and administers the annual Public Safety Communications budget. Recommends purchases and manages the installation, operation and maintenance of the public safety radio system including towers, dispatch consoles, computers, and E9-1-1 telephone system.Ensures that all complaints from the public or other agencies are investigated and addressed. Manages various contracts, such as equipment installation and maintenance contracts.Provides supervision, administrative oversight, guidance and policy direction concerning Emergency Management activities, including grants and budget review. Appoints and evaluates the Emergency Management Coordinator.
