Responsible for Roads and Utility Installation Infrastructure Projects (Aug. 2008- March 2010).Responsible for Al Zeina (Mix-used Development) Project - Internal Finish Packages (April 2010 - present).All Quantity Surveying duties including measurement, valuation and agreement of work sections.Preparation of interim payment applications and internal valuations.Interim administration and settlement of subcontractor’s accounts.Negotiate/ liaise with client’s representatives and Cost Consultants with regards to Compensation Event / Variation Orders / Change Control Management.Advice project management on contractual implications of intended course of action.Advice on commercial risks within the project or projects.Preparation of monthly contract review reports.Collaboration in preparation of contractual and commercial input into Project Business Plan.Establish from Contract Award the project “budget to build”Identify the change and implement change control process and agreement.Ensure that contract documents are properly executed prior to project commencement.Ensure that contracts and variations are analyzed and respective variation orders are issued in accordance with the revised and approved scope.Ensure validity of contractual claims, coordinate resolution and recommend appropriate actionEnsure that Retention letters, completion certificates, Bank Guarantee and feedback information on Contractors performance are carried out in line with the procedures.Keep manager fully advised of any issue /risk which has arisen or might arise and which could affect the business/project.

 Perform post contract review of contractual documents handed over by Estimation Dept. such letter of intents, specifications, tender drawings, tender proposals, tender BOQ, project programme, estimation sheet and budget sheets.  B.O.Q Preparations for Valuations. Preparation of monthly payment application to the client such as Valuations/Invoices in coordination with Projects & Accounts Dept. Identify and calculate all variations to the contract, and prepare variation claims in coordination with Projects Dept. Draft contractual correspondences for onward submission to Client/Consultant//Main Contractor. Follow-up payments in coordination with Projects & Accounts Dept. Prepare projected cash flow for each project (if required) in coordination with Accounts Dept. Assist Accounts Dept. in formulation of financial reports to management. Provide assistance to management and others Dept. for any contractual related issues to projects. Maintaining & organizing files of above contractual documents. Provide assistance to Planning Engr. in updating the work progress bar chart report in association with the current month work progress. Update Monthly Valuation Variation Summary in coordination with accounts dept.

 Responsible in cost coding and project cost monitoring. Estimate quantities of each major work items in preparation of project operating budget (budget to build) Prepare monthly project cost report in coordination with accounts department and submitted to the General Manager. Prepare monthly valuation order submitted to client for approval and payment. Maintain records and or gather necessary documents to support possible claims for works done which form not part of the original contract. Coordinate to the Accounts department for the generation of monthly project cost report submitted to the General Manager. Reconcile to the client or its representative monthly valuation and or variation orders. Maintain complete records of all contractual documents.  Prepare contractual correspondences for onward submission to client as reviewed and checked by the General Manager.

Responsible in preparing bid and or cost proposals for potential subcontract works. Responsible in negotiation and reconciliation of bid / cost proposals during tendering stages or for additional claims or variation orders.Monitor and update the monthly construction progress with respect to financial aspect, summarize report of project actual expenses against physical accomplishment indicating percentage of potential savings.Negotiate with the client or its representatives for the approval of monthly billing or additional variation orders. Conduct joint inspection if necessary. Prepare monthly progress billing submitted to client for payment.Formulate project operating budget (budget to-build) in coordination with and approval of the General Manager.Oversee the implementation of the project and ensure that the work is being carried out with high quality, cost effective, and being delivered within approved contract duration.Meeting with the client and its representatives and discussed technical issues and concerns and formulates solutions for the speedy delivery of the project.

Conduct material quantity take-off of all work items, e.g. earthworks, road right of way, including various underground utility systems like drainage, water, sewer, electrical, telephone piping including ancillaries. In-charge of all quantity estimate of all additional/variation orders.Evaluates and recommends approval of cost proposals / contracts and or variation orders for subcontract works.Maintain parallel projects accounts in coordination with Accounting Department and cost management, control and monitoring cost using SAPPrepare variation orders or possible claims not form part of the original contract and submitted to client for reconciliation and approval.Prepare monthly valuation order submitted to client for payment.Monitor and update monthly project actual expenses and payments made by client and ensure profitability of the project.Monitor the monthly construction progress in preparation for monthly billing.Facilitates pre-bidding conference for subcontract works.Ensures that Retention Letters, completion certificates, Bank Guarantee and feedback information on Contractors performance are carried out in line with the procedures.
