Our team's guidance was embraced by the agency and implementation is underway, and I continue to advise the implementation teams.

in late 2013, I was asked to join the NASA Technical Capabilities Assessment Team (TCAT) as an Agency-level detail assignment. The TCAT is a small Agency team that works directly for the Agency senior leadership. TCAT performs detailed analysis of Agency capabilities and activities relative to current and future requirements.. These analyses, called "deep dives"​, spanned the breadth of NASA's work. As a part of the TCAT Core Team of just 6 technical experts, I led or provided guidance to high visibility studies of major operations and R&D activities at NASA including aircraft operations, nuclear systems, spacecraft mission operations, and numerous others. I worked directly with Agency senior leaders to develop observations and opportunities for realignment of Agency resources, workforce, capabilities, and goals. I completed comprehensive technical assessments of NASA's work in Mission Operations, Aircraft Operations, Nuclear Power and Propulsion systems, Spacecraft Bus systems, and I provided summaries, observations, and recommendations for changes in these and other areas to Agency senior leadership. I also supported assessments of NASA's "stranded" capabilities and the impacts of the current competition and governance model used by the Agency to assign and manage its workload.

In this role, I wasresponsible for project management of NASA Wallops'​ portfolio of highly visible, multi-discipline, and cross-cutting projects. In this role, I provided leadership for all project phases including project formulation and concept development, preliminary and critical design, implementation, operations, sustainment, and closeout. I ensured consistency with and appropriate tailoring of Center and Agency standards during the execution of these projects, and I developed, mentored, and trained project managers and subsystem managers to grow expertise in these areas within NASA Wallops. The portfolio of Wallops projects under my leadership included Wallops' ISS Resupply Services, the ISS Cosmic Ray Energetics and Mass (CREAM) project, the Low Density SuperSonic Decelerator (LDSD) project, LADEE Launch Services Project, as well as EV2 and SmallSat development projects.

I am the Program Manager and Commander of NASA's Launch Range at Wallops Flight Facility where I also supervise and manage the Facility's team of project managers. As Range Commander, I serve in the following functional roles for NASA:*Manage the implementation of the $20+M/year Research Range operational budget in support of SubOrbital and Special Orbital missions launched by NASA, DoD, and industry.*Provide tactical and strategic leadership for the Wallops Launch Range including managing new business opportunities and inter-organizational relationships with other NASA and non-NASA entities and agencies using or supporting the Range.*Oversee technology investments supporting NASA Wallops as a Test Range for the other National Ranges at Cape Canaveral, Vandenberg, and Kwajalein.*Review and approve flight requests for flight projects operating from Wallops Research Range or supported by its mobile assets worldwide.*Oversee operational and developmental project implementation by NASA and civil servant project teams.*Design and implement Range-wide processes supportive of efficient operations for NASA, DoD, and commercial customers.*Serve as the NASA Program Lead for GSFC's Commercial Orbital Transport to Station (COTS) and Commercial Resupply of Station (CRS) missions in partnership with Orbital Sciences Corporation (OSC) and the Mid Atlantic Regional Spaceport (MARS).NASA Technical Representative to the Range Commanders Council.
