Responsible for all aspects of University Cyber Security Center Operations, including directing the actions of the University Security Incident Response Team (SIRT), the execution of the University wide Incident Response process, and providing expert support for digital and/or network traffic forensic analysis operations in support of University investigations. Support Digital Certificate Management service delivery for the University community via a secure, intuitive web portal that simplifies and centralizes domain wide customer requirements. Plan, design and implement an interactive Security Portal that provides real time, customer specific network threat data, easy access to University security policies, and secure access to centrally maintained applications that will help local security managers defend their network infrastructure and protect valuable University data.

In this role, Jay was primarily responsible for Network Security, Architecture and Operations supporting the University Core Data Network and the Northern Crossroads (NoX), New England's Internet2 Aggregation Point. Deliver ISP quality services to the entire Harvard Community including the Longwood Medical Area, Harvard teaching affiliates, Institutes, Faculties, Departments and staff areas. Manage all aspects of a core network that is comprised of ~30 Enterprise Class (7600 and 6500 Series) Cisco Routers/Switches, 1000’s of smaller network elements, ~750 fiber miles, 500,000 IP Addresses and >250,000 users.Jay served as a delegate to the New England Electronic Crimes Task Force, and a Member of the Board of Directors of the New England chapter of the FBI’s InfraGard Program. He has attained the National Security Agency’s Information-Security Assessment and Evaluation Methodologist Certifications, was featured on the cover of the March 6, 2006, edition of Network World, was a lead speaker at the 2006 Canadian Government IT Security Summit and keynoted the 2007 Higher Education Technology Summit in Troy, NY.
