I lead a very large systems and software program successfully through bid and delivery phases. I was invited into the business to introduce capability to deliver fixed price fixed scope projects utilising a wide range of methodologies and government frameworks: waterfall, agile (SCRUM) and iterative; high assurance engineering projects through to small web design. Market spaces included: Finance, Retail, Travel, Aerospace, Defense, Intelligence. Responsible for delivery of the Deployable Communications and Information Systems projects for the NATO Response Force.• Lead the delivery of multi million euro international projects encompassing development of voice, information, networking, security, software and hardware to meet the operational needs of the modern NATO Response Force including development of ruggedized CBRN enclosures and transportation for the systems. TOGAF design framework and ITAR regulations.• Lead the integration of people and technology with hardware systems in Germany, software systems in UK, customers in Belgium, Italy, Netherlands, Luxembourg and multinational suppliers.• Introduction of EVM and Portfolio Management to the Airbus project management group, and, member of the Airbus worldwide risk management directorate• Led creation of first of type innovation: secure IT and comms for 3000 users, proved deployable to a “wasteland” site within 18 hours

Responsible for a £100m portfolio of projects including: command and control, communications, graphical information (GIS), mobile data, data architecture, technology buses, MIS, data migration and IT infrastructure. I lead the management of teams with multiple technical disciplines: Analysis (requirements, system and software, DOORS), Architecture (system, database and software), Infrastructure (HP, Windows, network, SAN, Oracle, SQL), application development (.net, C#, Java, VB, BizTalk), test (Quality Centre) and some spanning disciplines including performance, availability, safety, human factors and service.Key responsibilities and achievements:• Due to the ‘green field’ nature of the program I led development and deployment of best practice structure and processes including: PgMP, Prince2, PMBOK, M_o_R, PMO, RUP, Agile, Waterfall systems development, ITIL.• Successful delivery of voice communications systems, command & control and mobile data solutions.• Successful swap out of a failing incumbent key supplier. • Bespoke inter system and application bus technology designed and developed utilizing best of breed technologies.• Successful introduction of PMO across multiple business units and suppliers

Full responsibility for delivery and service of all UK Criminal Justice product sets. The portfolio included IT systems for police operational business processes such as Custody, Case Preparation, Crime, Intelligence, Video Witness, Vehicle Accidents and Firearms.Key responsibilities and achievements:• Successful service delivery to over 40 public safety organisations• Profit and Loss responsibility for £15M annually and management of 100 FTE• Introduction of ITIL service best practice methodology and preparation for ISO20000 certification• Delivery of constant cycle of increasing service level achievement and introduction of a Continuous Service Improvement Programme• Creation and chairmanship of the national forum for service management on the Custody and Case Preparation product set.

Programme Management of the development, implementation and service of one of Capita’s flagship set of products. This included the Police Command and Control system developed for the National Strategy for Police Information Systems (NSPIS) as well as bespoke C&C systems for other police forces, fire services and the RSPCA.Key responsibilities and achievements:• I led the completion of a £60m application development for the UK government led by the Metropolitan Police and deployed to regional police forces• Certification of the C&C product as compliant against national standards• Completed cost reduction programmes to change the development process to adapt from a “Rolls Royce” delivery process to one that could deliver small changes in a highly competitive market place

Management of IT Systems and Application service provision for public safety and utility organisations. After achieving a high level of service integration in SunGard's communications business I was asked to drive the same through in IT systems service management.
