After 5 years as the Facility Operations Supervisor for the District of Oak Bay’s Parks, Recreation and Culture Department, Joshua is excited to be starting as Head of Flow and Growth for Snazzy Construction. In this role he will work directly with the company’s builder and CEO, and with project managers and field staff to understand and improve the company’s day-to-day flow of operations in the office and in the field.In addition to his work, Joshua was president of his strata council for four years, stepping down this year to refocus on his education. Leading a community of 45 households has been a challenging experience in stakeholder management. Management of a common asset and 1.5 acres of land in central Oak Bay was a compelling exercise in direct governance. All residents of the community are voting owners who often have conflicting interests and can voice their opinions with little degree of separation. Joshua’s educational background has followed an unconventional path up to this point. Initially receiving his 4th Class Power Engineering credential from Vancouver Island University in 2015, Joshua immediately started working for the District of Oak Bay. Once working in local government, he developed an interest in governance and administration. After a brief leadership development program at Camosun College, Joshua completed the 3rd and 4th year Public Administration Diploma through the University of Victoria. Finally, Joshua recently completed his Bachelor of Commerce in Entrepreneurial Management through Royal Roads University. Joshua is a highly effective person professionally and personally. In his free time, he enjoys running, kayaking, paddle boarding and cycling all over Vancouver Island. Family is important to him and he spends a large part of his evenings and weekends with his grandmother in their backyard gardening.

These courses draw a range of students from professional engineers working on the design of aquatic facilities in Vancouver, to weekend warriors looking to learn more about their backyard pool in Campbell River. Working with the RFABC has been a very fulfilling experience and has allowed me to connect with hundreds of individuals across the province. I look forward to continuing in this field. -

Facility Operations SupervisorDistrict Of Oak Bay Dec 2015 - Apr 2024Victoria, CanadaWorking as Leadhand at the Oak Bay Rec Center I am responsible for all daily operations of one of the largest multiplexes in the Capital Region. In this role I am responsible for a team of approximately 20 staff of varying technical skill levels. My supervisory responsibilities include hiring, onboarding, training and supervising 24-hour staff rotations. It has been an objective of mine to transition this role from supervising to leading. To me this means placing an emphasis on continuous performance management, coaching, and setting and clearly communicating aspirational goals. Over the past few years I have helped the department grow by implementing this shift in leadership style. By harnessing employee's differing background, aptitudes and skills I have been able to expand the scope of work that our department tackles on an annual basis. This shift in department leadership has increased employee efficiency and engagement, decreased complacency and turnover and improved the workplace culture. Working in a small corporate structure has yielded opportunity to expand my skillset and sphere of influence. Since 2022 I have been providing support to the municipal finance department, assisting with budget preparation and financial analysis. Recently I have taken a leading role in the Parks, Recreation and Culture department's initiatives on diversity and inclusion, signage and wayfinding, and M365 training. For 3 years I was an Occupational Health and Safety Representative, a role that I took very seriously. As a department leader, I use this experience daily. Employee and patron safety is my top consideration when developing policies, procedures and emergency response plans.
