Assists in developing and implementing the Thornton's Stormwater Program in order to meet the requirements set forth by the City's Municipal Separate Storm Sewer System (MS4) permit and its six minimum control measures. Performs routine inspections of public and private stormwater infrastructure (channels, creek and ponds); inspects commercial, industrial, residential and linear construction projects to determine implementation of the approved stormwater management plan (SWMP) (narrative and design drawings), as well as proper installation of stormwater control measures associated with the control of pollution and impact to stormwater discharges from construction activities. Performs erosion control inspections and compliance assistance services of temporary water quality and control measures, evaluating the performance of the temporary and permanent water quality control measures. Inspects municipal operations facilities preparing inspection reports and providing recommendations for improvements. Maintains database and records of all inspections, reports and active sites working toward achieving final site stabilization. Completes appropriate reports and coordinates with the Stormwater Coordinator regarding enforcement actions, findings and documentation. Explains and enforces city standards, specifications, plans and ordinances. Responds to spills, sanitary sewer overflows, and illicit discharges that threaten stormwater conveyances; provides environmental education and information to city employees, citizens, and other interested parties; collects and provides data; and performs additional duties as assigned. Attend pre-construction meetings; meet with contractors, developers and utility companies concerning current and future projects.Review and comment on proposed Erosion & Sediment Control design plans for proposed projects, as well as reviewing proposed permanent control measures and their conformance to Thornton'S MS4 permit.
