I guide the development of Zolon’s capabilities and drive adoption of emerging technologies to enable digital transformation in the public sector.

Oversees and monitors all operational enterprise IT infrastructures, platforms, and software provisioned and authorized for use by HHS. The division works closely with other OCIO teams and vendors to ensure that all approved business solutions have met information assurance, enterprise architecture, program management, and customer support requirements prior to transitioning to operations.

As acting director for HHS OIG’s Digital Services Division, I manage the mission and support applications across the entire organization. The OIG is responsible for overseeing more than 100 DHHS programs, including Medicare and Medicaid, and oversees more than 1 trillion dollars of federal funding. I provide the technology that OIG auditors, evaluators, lawyers, and investigators rely on to collect and analyze data, conduct site visits, prosecute criminals and provide legal advice and guidance to the health care community. My work has included: - Led a large-scale initiative to modernize all of the agency’s (100+) legacy applications on a single platform. - Executed a strategy to modernize OIG’s development practices by Implementing agile development, DevOps methodologies and lean management practices.- Implemented an extensible hybrid cloud architecture orchestrating services in Amazon Web Services, Azure, Office 365, ServiceNow and on-premises data centers.

Supervisory information technology specialist within the Digital Services Division and technical advisor to Office of the Inspector General (OIG) management officials in the following functional areas: Business and Functional Requirements Analysis, Information System Application and Database Design, Administrative and Business Systems Development, and Internet/Intranet/Commercial Off the Shelf Software Support. Responsibilities• Manage the software development life cycle of OIG information systems and applications• Manage 60-70 contracted developers to support 1,800 users across the six components of the OIG.• Manage the Chief Solutions Architect, Quality Control Specialist, Project Management Architect, and five Project Managers• Manage the operations and maintenance of 37 .NET/Oracle applications• Provide expert technical advice, assistance, and leadership in the development of state-of-the-art information systems and applications to ensure that the OIG has effective means to store, retrieve, analyze, report, maintain, and preserve automated information used in OIG programs• Analyze business requirements, conduct studies, recommend system solutions and enhancements, develop long and short range plans, and plan for the modernization of highly complex systems• Prepare and present cost/benefit and alternative analyses to support IT investment reviews undertaken by the IT Steering Committee in accordance with the Clinger-Cohen Act.• Prepare, submit, and defend the fiscal year budget for the Software Development Branch, manage execution of $17 million budget to ensure information systems and applications are developed, implemented, maintained, and operated on schedule and within cost, and ensure that contract expenditures for system development and maintenance are appropriate and consistent with plans and schedules

Managed all elements of the development and maintenance of the National Institute on Aging (NIA) intranet, internet, and extranet; managed and maintained applications and databases for eight Service Oriented Architecture (SOA) applications; served on committees developing policies that would impact the Information Technology Branch; mentored junior staff.

Managed a team of 10 developers through all phases of the Systems Development Life Cycle; managed creation of project artifacts, including requirements documents, release schedules, project schedules, status reports, UI design documents, technical approach documents, user manuals, and test cases

Coordinated day-to-day development and maintenance for NIA, including design prototype creation and editing, content editing, usability planning, utilization of Microsoft Content Management Server, Section 508 compliance testing, and project management; coordinated design and development of NIA’s internet, intranet, and extranet sites.
