Emerald Coast Utilities Authority (ECUA) is a public utility that provides water, wastewater and solid waste collection services to 315,000 people in Escambia County, Florida (i.e. the greater Pensacola area). Its governance is through a five-member elected Board who sets policy and an appointed Executive Director who administers the operation, maintenance and capital investments of the utility in partnership with its 650 employees. Annual budget approximately $230 million.

The City of St. Joseph has a Council-Manager form of government. As City Manager, I am the chief administrative officer of the organization, hired by a nine member City Council to implement their policy decisions, oversee the provision of services to citizens, enforce city ordinances, and to lead and direct the culture of the organization (660 FTE, four union groups). I prepare a proposed annual budget (FY17 budget of $234,459,794; FY18 budget of $167,047,786) and submit it to the City Council for consideration and final approval and regularly present policy recommendations for consideration. St. Joseph's population is 77,185 (2011).But more simply put, I help dedicated elected officials and public employees make St. Joseph the great place that it is to live and work. To do that, we first dedicate ourselves to regular and honest communication between the Council, City Manager and the public. To accomplish goals and long term initiatives we as a community have developed close relationships with our Congressional delegation and their staff, and state elected officials. We have built strong community partnerships with the county, school district, Chamber of Commerce, Missouri Western State University, Mosaic Life Care, United Way, Allied Arts Council, Convention and Visitor's Bureau and the 139th Airlift Group of the Mo. Air National Guard, as well as large industry. Come visit our beautiful Parkway System, our many museums, and see the architectural history that was created in the late 19th century when the country's railroad ended in St. Joseph and we were the gateway to the west during westward migration. There is much to see as a visitor, and more to enjoy and love as a resident.

I managed a full service public works department with seven divisions, including Water Protection (wastewater utility), Administration, Engineering, Street Maintenance, Landfill & Recycling, Aviation, and Mass Transit. The department's FY11 program budget was $88.5 million, with services provided by a staff of 190 (FTE) city employees and 53 contract employees (ATU).
