In my current position, I serve as the Senior Supervisory Program Management Officer and Chief of the Medical Case Management Unit for the Department of Homeland Security Immigration and Customs Enforcement Health Service Corps. My primary responsibilities in this role include directing a multidisciplinary team of up to fifty-five healthcare and case management professionals delivering healthcare services to 50K+ ICE detainees across 173+ ICE and intergovernmental Service Agreement facilities. Ensure the conveyance of top-notch medical care while maintaining compliance with all relative IHSC procedures, policies, and detention standards.• Chosen as only non-nurse to lead program in highly charged political environment under a high level of public, media, and Congressional scrutiny. • Increased staff from 35 to 55 associates - ensuring the delivery of timely and responsive medical care to an ever-growing detainee population.• Developed and coordinated comprehensive COVID-19 testing and vaccine program for detainees, met all pandemic-related tasks and reporting requirements without adding additional resources.

While serving in this role, I directed and guided the efficient delivery of care to 9.4M+ Tricare recipients at over sixty domestic and international Department of Defense treatment facilities. Oversaw up to four GS-15 direct reports and 120+ U.S. Public Health Service field officers delivering comprehensive mental health and traumatic brain injury care. Counseled senior level management, Department of Health and Human Services, military service, and program administrators, on matters related to policy, operational, and Human Resource issues related to delivery of mental healthcare.• Overcame numerous obstacles to increase access and secure additional funding to expand field officer team from 85 to 125 across three service areas. • Awarded the Defense Meritorious Service Medal in 2019 for "exceptionally meritorious achievement and dynamic leadership". Presented with the Defense Health Agency Joint Service Commendation Medal in 2021 for "outstanding leadership and professionalism".• Held fiscal accountability for $21M annual operating budget, successfully maintaining 88% execution rate for all mental health related projects.

In this role I supervised team of 15-25 medical and scientific researchers managing and tracking the regulatory life cycle of New Drug Applications and Biologic Licensing Applications under review for use in treatment of metabolic errors and gastrointestinal illness. I authored and launched corrective action plans to enhance planning and productivity. Conducted comprehensive valuations to assess and rectify regulatory deviations. Managed administration of 1K+ application reviews, ensured accurate and consistent labeling for providers and patients, and employed tracking system to monitor review process for cathartic and laxative product development programs.• Resolved a backlog of 300+ application submissions, significantly boosting evaluations for serious medical illnesses, enhancing public information dissemination, and yielding $200K in saved labor expense.• Assembled expert coalition to support expanded definition of Opioid Induced Constipation vs Idiopathic Constipation, and piloted seven drugs through to prompt approval for treatment of bowel diseases and Opioid Induced Constipation.• Decreased review times for labeling supplements 30%, mediated 100+ clinical drug effect cases as first-line negotiator, and served as principal expert advisor, subject matter expert, and professional liaison regarding all regulatory matters between industry, academia, and FDA reviewers.• Presented with Public Health Service Outstanding Service Medal in 2015 for saving a young woman's life. Administered all functions of Nutrition Management Information System and the Special Needs Program Management Information System, including developing, testing, quality control, deployment, and maintenance of all software life cycle phases for acquisition directorate. Managed vendor contracts to secure delivery of 18M+ meals annually to soldiers and their families, including 5K+ special needs children, serving at forty-six locations across the United States and abroad.• Played integral role as principal advisor on issues relating to medical support, nutrition therapy, medical foods management and therapy, and social services. • Hand-selected from pool of 28 applicants to fill vacant O-6 billet as an O-3/O-4, rapidly advanced via exceptional performance promotion to O-5 (Commander), earned Acquisition Level 1 Program Management Certification, and gained COR designation.

Field supervisor, mentor, and chief administrator overseeing daily administrative and fiscal operations for four clinics employing 200+ federal and contracted staff providing care to 20K+ detainees. Oversaw cost controls, $10M annual operating budget, and $23M facility contract as COR. Performed routine TB screening and treatment. Trained and oriented new healthcare providers. Upheld ICE mission and policies as well as JCAHO, NCCHC, and ACA accreditation standards. Served as Senior Clinician at the Clinic due to physician shortage. Promoted from Basic to Advanced P.A. Earned Commissioned Corps Training Ribbon, Hazardous Duty Award, Isolated Hardship Duty Award.
