Responsible for managing and forecasting the Department's $10.6 billion budget, covering health program costs for over 1.3 million members, administrative and technology contracts, Department personnel, and operating expenses. Successfully created and defended budget requests growing the Department from $5 billion to over $10 billion in seven years. Member of the Department’s Executive Leadership Team, responsible for determining the strategic and operational direction of the Department. Responsible for managing 18 staff members, including three subordinate managers. General responsibilities include: creating and defending funding requests to the Governor's Office and the Colorado General Assembly; public testimony in legislative committees and stakeholder groups; and, working with internal and external stakeholders to support and defend the Department's budget and legislative agendas.

Responsible for forecasting Colorado's Medicaid physical health and behavioral health services budget and developing funding requests for new Department initiatives. 2008: Transitioned to a management role, leading a team of four people responsible for similar activities.

Performed statistical and data analysis related to setting capitation rates for managed care plans participating in Medicaid. Developed proficiency in writing SQL and various other forms of databases and spreadsheets (notably MS Access and Excel). Worked directly with a contractor to help design and implement a data warehouse as the Department transitioned from a legacy system to a modern Oracle implementation.
