As part of this role I undertook a review of billing against the original contract agreement. I was able to demonstrate that the provider had been consistently assigning some types of activity to higher billing categories than had been agreed. As a result I was able to counter a challenge that had been made by the provider and at the same time show that the commissioner had been consistently overcharged by approximately £250,000 per year throughout the duration of the contract. This allowed the commissioner to counter a demand for additional funding by the provider and created a negotiating position for the excess money to be reinvested in services delivered by the provider at the commissioner's discretion.
