About Jud Decew, Phd

Over the past 20 years, I’ve built and led high-performance teams to develop innovative products and intellectual property in the fields of ocean and mechanical engineering. Leveraging technical expertise, collaboration, and effective communication, I’ve led groundbreaking projects across challenging marine environments worldwide.Key achievements: - Installed the world’s first floating automatic marine gate system. - Deployed the first offshore submerged mooring system for finfish cages and automatic feeding buoys. - Developed a non-lethal counter-UUV net system.Currently, I serve as the President of Ultrasea, Inc., a BlueTech start-up specializing in nearshore security and engineering consulting services. We support maritime companies and organizations by providing specialized engineering services, from design to fabrication and deployment. Our latest innovation is a non-lethal counter-UUV system that automatically deploys a subsurface net to control underwater access. Additionally, we are developing a marine environment-focused machine learning models to assist with Reliability-Centered Maintenance (RCM) activities and decision-making.Previously, I was the Chief Technology Officer at HALO Maritime Defense Systems, where I led product diversification, enhanced system capabilities, and expanded market share. I helped HALO double its business in successive years through the introduction of new products and services. I also ensured seamless integration of HALO’s marine construction projects with end users' infrastructure and security systems, maintaining compliance and quality across large-scale installations.Earlier in my career, I was a Research Assistant Professor at the University of New Hampshire’s Center for Ocean Engineering, where I earned my Ph.D. I led efforts spanning lab research, numerical analysis, and the deployment of marine systems across four continents.As an executive leader, I’m driven by a vision of sustainable growth through innovation, strategic partnerships, and team empowerment.
