This role drives cross-functional collaboration to implement strategy by ensuring alignment across the government, measuring workstreams and reporting out on performance. Oversees development, implementation and maintenance of policies governing work of departments reporting to COO.

As Director of Strategy, I am a member of the CFO's Executive Team. I oversee administrative functions that span our 8 divisions including Communications, Policy and Governance, and Human Capital initiatives. I lead interdivisional projects and initiatives. Below are key functions:- Lead the development of an enterprise-wide Strategic Plan and eight divisional business plans identifying goals, outcomes, strategies and performance indicators; developed cadence of reporting out on performance indicators including development of dashboards- Lead strategy sessions with SMEs to develop city-wide policies including 30+ Budget and Finance Policies, Emergency Preparedness, Signature Authority, Records Management, Flexible Work, Training/ Travel, and Food/ Beverage- Created and implemented a comprehensive calendar to identify major reporting/ compliance deadlines for all budget and finance functions within the City; result is timely submittal of approximately 30+ reports annually-Oversee communications including timely responses to requests from media, FOIA, council and other internal agencies. - Work with IT to increase transparency of financial data; result in numerous dashboards and data sets online to increase constituent trust and reduce FOIA requests.- Lead human capital strategies including Performance Evaluation and Merit process, Succession Planning, launched mentor program, Lunch and Learns, New Employee Orientation, New Employee Ambassador Program.

The Kresge Mayor’s Fellows program is a new Wayne State University initiative launched in 2015 in partnership with the Kresge Foundation and the Office of Detroit Mayor Mike Duggan. Fellows are “executives on loan” from Wayne State University, embedded in the Mayor’s office addressing cross-departmental projects which stimulate progress within Detroit’s civic, community and economic development landscape. Below are key accomplishments:Leadership: - Facilitate dozens of strategy sessions to establish Goals, Outcomes, Strategies, Initiatives and Measures for numerous City Divisions and Boards - Facilitate monthly data-informed reviews (monthly metrics meetings); evaluate and brainstorm next steps to improve program performance- Perform organizational analysis and design to make staffing complement recommendations to various Divisions- Manage numerous cross-divisional projects, utilizing Lean Six Sigma and Project Management tools- Provide policy and procedural recommendationsCommunity Relations: - Working with Detroit Promise Zone Authority (DPZA) Board of Directors, Mayor’s Deputy Chief of Staff, Detroit Regional Chamber, and the State of Michigan, successfully developed and received approval for the Detroit Promise Zone Development Plan, establishing place-based scholarship program in the City- Launch community engagement efforts by co-presenting with DPZA Board members at varying bi-monthly community events; - Make presentations and provided information on the Detroit Promise to City Directors who are embedded in the neighborhoods- Facilitate bi-monthly DPZA Board meetings and provide strategic recommendations for Board action - Respond to inquiries about the Detroit Promise, including those from the media, schools, and parents

Assistant Director providing support to both the Executive Office of State Treasurer and the Michigan Finance Authority. Managed a portfolio of financially distressed school districts, reporting directly to Chief Deputy Treasurer of the State of Michigan. Identified strategies to achieve ultimate goal of financial stability. Also directed and monitored work activities pertaining to transactions totaling over $1.5B across numerous programs, including local government (including K-12 and PSAs), healthcare and higher education.Leadership: - Senior advisor to Chief Deputy Treasurer, identified and implemented strategies which improved collaboration and transparency- Provided guidance and testimony to the Legislature in developing the “Early Warning” legislation (Public Act 109 of 2015), specifically identifying potential indicators of financial distressManagement: Managed 4 financial analysts- Determined workload distribution and prioritization- Developed individual professional development plans, and performed annual reviews. Program Manager for an organization which provides private sector gap financing to support community and economic development in the City of Detroit. Collaborated with public, private and philanthropic sectors to fund projects which provided opportunities for the underserved communities of Detroit. Responsibilities included marketing, underwriting, and administration. Performed outreach by attending community events to interact with residents, business owners, and entrepreneurs and discuss the financial services provided; connected community members with additional service providers to meet needs which did not fit within our scope of work.

Public Finance Advisor for a national consulting firm. Advised both private and public sector clients of funding sources for development. Performed cash flow analysis and fiscal impact analysis. Worked with local leadership to obtain community support for development by presenting at neighborhood meetings, public hearings and council meetings.

Senior Associate for a local public finance and urban economics consulting firm. Assisted in the formation and fiscal management of community facilities districts (created pursuant to the Mello-Roos Community Facilities Act of 1982) which had successful bond issues totaling nearly $200 million. Developed Fiscal and Economic Impact Studies analyzing the impacts new development will have on local communities. Presented often at community meetings, public hearings and council meetings to discuss impact of development, recognized as technical expert to discuss financial impact of development.

Orange County, California Area

Created surveys to obtain best practices information and administer to select Southern California cities, work with city contacts to obtain data. Used advanced tools in Excel to manipulate raw data to create useable and understandable analyses. Performed general research to aide in policy decisions. Temporary part-time position. Offered permanent part-time, but desired full-time work.

Initially hired as a Research Assistant providing technical assistance using Excel to support Assistant VP of Analytical Studies. Create tables and charts for Statistical Abstract analyzing enrollment trends, student and faculty demography, recruitment and retention. Use PowerPoint to make easily read presentations, using charts and graphs. Then transferred to the Social Science Research Center where I used Excel and SPSS to analyze survey results and wrote technical reports.
