Lead the city's legislative affairs efforts through the transition of mayoral administrations.

On behalf of the Mayor’s Office, I oversaw and managed the movement of contracts, IGAs, grants, programs, budget changes, and legislation through the administration review and city council processes.-Built and maintained constructive relationships throughout the mayor’s administration, city staff, elected and appointed officials, and other stakeholders to facilitate arriving at mutually agreeable solutions to challenging issues.-Coordinated with communications, finance, general counsel, and subject matter experts to ensure that contracts, grants, programs, legislation and budgets aligned with the city's long-term strategic goals and priorities.-Managed deadlines, implemented quality control measures, managed and coordinated agendas and schedules, and identified and mitigated potential risks and issues. -Provided guidance and support to agencies for budget justifications and annual budget hearings.-Served on the city’s policy review committee to identify potential issues in content or process for proposed policies; committee made recommendations to the mayor and cabinet on related actions. -Provided guidance and supported agency staff and subject matter experts in developing and synthesizing data and information for accurate, tailored, and effective briefing materials and presentations.-Facilitated position letters with agencies and the mayor for state and federal elected officials. -Trained, coached, and mentored staff and directed the work of one employee in a matrix management structure.-Organized an open house with all city agencies and city council to help build relationships and share information.-Developed and implemented training for 200+ city employees to foster improved understanding of the legislative process. -Represented the mayor’s office at all city council meetings, as well as at business and community events. -Ensured continuity of day-to-day legislative affairs operations during the transition of mayoral administrations.

Led strategic planning and implementation of a robust local government affairs plan that fostered trust, a positive organizational reputation, and collaboration with internal and external partners.-Developed and implemented a local government affairs plan, and hired, trained, and supervised a newly created government affairs position in support of the plan.-Coordinated and project managed multi-disciplinary process improvement and policy coordination efforts on water-related community development issues with internal subject matter experts and the City of Denver; involved technical, legal, policy, and community engagement considerations. -Represented Denver Water as a public speaker at meetings and events for audiences ranging from elected officials to business chambers to community groups.-Improved internal situational awareness of executive leaders and staff by creating a weekly update synthesizing and highlighting relevant local government partner and community information. -Served as staff liaison between the Citizens Advisory Committee (CAC) and the Board of Water Commissioners (board) to facilitate timely, clear communication and expectation management on goals and issues. -Project manager on public affairs-related issues related to the transformation of an inefficient irrigation ditch to a broader community asset promoting green infrastructure and recreation.-Ensured coordination and strategy development with in-house state affairs staff and contract federal lobbyist.-Drafted, reviewed, edited, and executed presentations, talking points, briefing papers, and memos.

Coordinated with subject matter experts to develop effective mitigation, expectation management, and communication and engagement plans for Denver Water construction projects and initiatives impacting the public. Served in a technical, planning, project management, and policy guidance capacity for organizational initiatives.-Project managed outreach and communication, as well as escalated complaints for construction and rezoning projects, including identification of audience, timelines, tactics and methodology, and FAQs for internal and external stakeholders. -Implemented best practices and standard operating procedures for issue management tracking.-Developed briefing papers and facilitated workshops for executive leadership and the Board of Water Commissioners onDenver’s Green Roof ballot initiative, and on dense development, as related to water resource challenges and opportunities.-Served in a technical, planning, and policy guidance capacity on numerous efforts within Denver Water, including but not limited to: Integrated Resource Plan (Water Reuse Technical Team and the Planning Team); Water Efficiency Plan, Colorado River working group, Recycled Water Regulation 84 stakeholder development, Operations Complex water efficiency working group, and a multi-year process improvement effort for budget development and management.-Improved Denver Water’s engagement with a business chamber by working to get Denver Water representation on the Board, increasing event and tour attendance, and coordinating executive roundtables and sponsorships.-Conducted outreach and training for the plumbing industry regarding the Lead Reduction Program, including educational marketing campaigns and in-person events.

While in water conservation, I held three positions, each with increasing levels of responsibility. Planned, developed, implemented, and evaluated water efficiency program projects, plans, budgets, policies, and contracts (incentive agreements, IGAs, RFPs).-Successfully led a newly formed team through a period of transition by reestablishing roles, responsibilities, and expectations, developing standard operating procedures, streamlining program operations, and fostering transparent, respectful communication; awarded supervisor of the year. -Oversaw strategic planning and day-to-day operations of incentive-based efficiency programs and contracts, including recommendations for eligible product categories and program requirements and guidelines, incentive amounts, outreach, pilot programs, quantitative analyses, reports, customer consultations, and payments. -Served as a key team member in the passage of Colorado Senate Bill 14-103, which raised the bar for water efficiency standards and performance of plumbing fixtures sold throughout the state.-Increased the number of irrigation efficiency incentive contracts with large irrigators from 12 to 66 in less than one year by improving processes, education and outreach materials, and engagement strategy with community associations, neighborhood groups, nonprofits, government partners, businesses, and industry professionals.-Led a process improvement effort that cut customer rebate wait times from twelve weeks to two weeks and reduced application return rates from 50% to 10%, while also reducing overhead costs and improving customer and employee satisfaction. -Removed onerous barriers from program applications to improve equity and inclusion for customers wanting to participate.-Regularly attended and presented at local, regional, and national conferences as a respected water efficiency expert.-Led efforts to get first conservation focused track at RMSAWWA conference.

While at Resource Central, a Boulder-based environmental non-profit, I also held multiple positions, each with increasing levels of responsibility. I oversaw strategic planning for the Water Division, program development and growth, staff, budget, operations, and evaluation of the division’s programs, including Slow the Flow Colorado, Garden-in-a-Box, Waterwise Landscape classes and Trees Across Boulder.-Managed turnkey environmental programs for 16 water providers across the Front Range. -Hired, trained, and supervised 19 employees, including seasonal field and administrative staff working across different cities and counties.-Developed, analyzed and presented program metrics and findings to water provider partners.-Developed and implemented new program training, processes, customer satisfaction surveys and supported work on a program evaluation grant from the Colorado Water Conservation Board. -Managed letters of intent, MOUs, contracts, and budgets. -Increased division revenue by 31% and division profits by over 200% in one year through increased efficiencies, new business development and effective budget management. -Improved attendance of water-wise landscape seminars from 65 people to 365 people without increasing expenses by implementing innovative marketing strategies. -Taught classes on energy and water efficiency, conducted media interviews, and presented to city councils and water boards about water conservation programs and practices.-Implemented a new scheduling tool and process for Slow the Flow Colorado irrigation audits that reduced miles traveled and improved staff and customer satisfaction. -Collaborated with the waste diversion and energy efficiency divisions on technical, programmatic and outreach activities.
