Research & Emerging Issues investigates technical and policy matters of interest to the Commission, in anticipation of these issues appearing in future proceedings before the Commission. The group is comprised of technical, financial and policy expertise. We are currently pursuing "scenario planning," Energy Imbalance Markets, Impacts of EPA Air Quality Compliance on system operations; next steps in "smart meter" utilization (dynamic pricing, etc.); next steps in Photovoltaic (PV) incentives; next steps in Demand-Side Management & Demand Response; data access/privacy issues; and increased utilitization of Combined Heat & Power facilities.
Advisor To The Commissioners, Energy Efficiency
Provided advice to Commissioners on the development of energy efficiency rules and policies, and in support of Commission decision making concerning utility energy efficiency ("Demand Side Management") applications.
Residential/Low-Income Programs Manager
Design, implementation and oversight of residential/low-income energy efficiency programs. Supervision of the technical and administrative staff. Integration and federal, state and utility programs targeting low-income electric and gas customers.
