Chair of the 3-member CO Public Utilities Commission, presiding over the regulation of jurisdiction utilities (electric and natural gas, primarily), and other entities "affected with the public interest" (various common carriers; intra-state pipelines; railroad crossings; residual components of telecommunications, such as 911 and TDD services. Charged with implementing major components of the state's clean energy agenda, particularly concerning the electric utility sector.

The Colorado Energy Office (CEO) promotes the effective production and efficient consumption of the state's diverse energy resources. CEO takes a market-based approach to this task, identifying where barriers exist to production innovations and to end users investing in efficiency improvements. Innovations are pursued in electric generation (anaerobic digestion; geothermal; coal-mine methane; small hydro...), alternative-fueled vehicle market development (electric and natural gas) and energy efficiency in hard-to-access markets (public-owned properties; low-income residences; agricultural producers). CEO is also on the cutting edge of public-private market innovations in clean energy finance, particularly building off of its success in commercial "PACE" financing (http://copace.com/).

Research & Emerging Issues investigates technical and policy matters of interest to the Commission, in anticipation of these issues appearing in future proceedings before the Commission. The group is comprised of technical, financial and policy expertise. We are currently pursuing "scenario planning," Energy Imbalance Markets, Impacts of EPA Air Quality Compliance on system operations; next steps in "smart meter" utilization (dynamic pricing, etc.); next steps in Photovoltaic (PV) incentives; next steps in Demand-Side Management & Demand Response; data access/privacy issues; and increased utilitization of Combined Heat & Power facilities.

Provided advice to Commissioners on the development of energy efficiency rules and policies, and in support of Commission decision making concerning utility energy efficiency ("Demand Side Management") applications.

Design, implementation and oversight of residential/low-income energy efficiency programs. Supervision of the technical and administrative staff. Integration and federal, state and utility programs targeting low-income electric and gas customers.

Researched comparable approaches involving solar-electric generation.Also researched customer assistance strategies based upon segmentation of the low-income customer population by key characteristics
