Responsible for the development and implementation, in concert with Surrey City Development Corporation (SCDC) and community and government partners, of the strategic capital projects of the City, and the strategic program initiatives for the Social Infrastructure and Community Investments Department. Key responsibilities include:• Delivery of the Cloverdale Sport & Ice Complex, Chuck Bailey Recreation Centre Expansion, Newton Community Centre and Fire Hall 6;• Development of a Social Infrastructure Strategy and Community Safety and Well-Being Plan; and• Preparation of a Market Analysis of a Mixed-Use Entertainment Facility for the City Centre.

Responsibilities include undertaking strategic planning, providing project coordination, ensuring corporate reporting to the highest standard, and the coordination the implementation of key City initiatives (including the delivery of several Major Capital Projects - Cloverdale Sport & Ice Complex, Chuck Bailey Recreation Centre Expansion and the Newton Community Centre) for the Office of the City Manager, independently and in partnership with the Senior Management Team (SMT).

Responsible for leading the Planning & Development Department during the recruiting process following a retirement. Responsibilities include providing leadership to the Area Planning Divisions, Community Planning Division, Business Transformation Division, Facilities Division, and the Building Division. Key responsibilities included:• Assisting in the delivery of the Cloverdale Sport & Ice Complex, Newton Aquatic Centre and the Chuck Bailey Recreation Centre Expansion;• Facilitating the preparation of updates to existing and the initiation of new secondary land use plans; • Ensuring that the Department has the resources and processes necessary to meet its Guaranteed Permitting Timelines; • Representing the Department at Council meetings;• Responding to inquiries from Mayor & Council in a timely fashion; and • Liaising with the City’s development community.

Responsible for leading, including establishing the goals and priorities for, the Design & Construction Division in the Engineering Department, a team of approximately 25 Engineers, Surveyors, Technologists and support staff. Key responsibilities of the Design & Construction Division include:• Delivery of the City's annual $100M capital infrastructure program. This includes the application and implementation of permit requirements with various external agencies including Metro Vancouver, FortisBC, TELUS, BC Hydro and the Southern Railway of British Columbia; and• Providing legal and engineering survey services to support Engineering, Parks Recreation & Culture and Civic Facilities annual capital programs.

Responsible for leading, including establishing the goals and priorities for, the Utilities Division in the Engineering Department, a team of approximately 30 Engineers, Technologists and support staff. Key responsibilities of the Utilities Division include:• planning of sanitary sewer, water, drainage and environmental infrastructure to support the City’s existing and future residents. This also includes development of a Coastal Flood Adaptation Strategy and a financial strategy to support the City’s Biodiversity Conservation Strategy;• planning, design, construction, operation and maintenance of district energy infrastructure for the City’s thermal energy utility, Surrey City Energy;• managing the Engineering Department’s Development Cost Charge (DCC) Program, including the calculation of DCC rates, the development and application of DCC policies and coordination of the DCC Bylaw with various City Departments;• coordinating the development of the City’s 10-Year Engineering Servicing Plan for the Utilities Division and Transportation Division; and• regulating soil deposition, erosion and sediment control permitting and the oversight of cross connection control testing and site inspections.

Responsible for leading the management and establishing the goals and priorities of the Special Projects Section of the Utilities & Transportation Division. Key responsibilities included:• commissioning, managing and reviewing technical planning studies and construction contracts as part of the City’s Strategic Plan for Lowlands Flood Control;• managing the City’s Inflow and Infiltration Control Program for the Sewer Section and Operations Division;• preparing the Engineering Department’s operating procedures for the Utilities, Transportation and Land Development Divisions to meet the Public Sector Accounting Board’s Initiative PS3150 requirements;• acting as the City’s representative on Metro Vancouver’s Regional Engineers Advisory Committee – Liquid Waste Management Plan Sub-Committee; and• managing the development of the City’s sanitary sewer and water distribution computer models.

Responsible for the management of numerous municipal planning, design, and construction projects for the Drainage, Sewer and Water Sections. Managed an average of $3 Million in Capital Construction Projects and Consultant Agreements per year. Key responsibilities included:Planning:• Sewer and Water Model Development and Model Application• North Cloverdale Drainage Functional Plan Revision Design:• Upper Serpentine, Latimer Creek, and Lower Nicomekl River Dyke Design• Coast Meridian Drainage Pump Station Construction:• Upper Serpentine and Latimer Creek Dyke Construction (2001 through 2004)• Fry’s Corner North Drainage Pump Station and Conveyance Works• Burkhart Sanitary Sewer Pump Station and Associated Works

Served as the President of Surrey City Development Corporation (SCDC) during its transition from an organization led by a Board comprised of independent and City appointed directors to a Board comprised of only City appointed directors up until its return to being led by a Board comprised of independent and City appointed directors.Responsibilities included overseeing the transfer of projects and properties between the City and SCDC, and advancing SCDC's Centre Block development application.
