Mr. Baize is CEO of Brookhurst Development & Advisory Corporation, a national development firm that focuses on public and private facility solutions since 1996. Brookhurst has offices in Newport Beach, Sacramento, Indianapolis and Houston. Mr. Baize is noted for his expertise in the financing, development and project management of public facilities having participated in the development and/or advisory services for over five billion dollars in development ventures. He has been a prolific author of articles and books on public-private partnerships ("P3") and has assisted the Calif. Office of the Governor on P3 bills. He has testified to the Senate and the State Assembly on P3 matters, has advised California Joint Legislative Budget Committee, the State Allocation Board, the Administrative Office of the Courts, Legislative Counsel and the Judiciary to the Legislature. Mr. Baize is recognized as an expert witness on P3 matters by the California court system.Mr. Baize has also worked internationally in China on its landmark real estate assets as well as providing investment banking services to Japanese companies with their U.S. holdings. Prior to Brookhurst, Mr. Baize was Vice President of Prudential Insurance Company overseeing the financing and equity investment transactions for Prudential’s 9 billion dollar Western U.S. real estate portfolio. Mr.. Baize holds a Bachelor of Architecture and MBA degrees, both conferred at the Univ of Texas where he was also a faculty member teaching real estate development courses. He conducted studies in urban development at Oxford University, is an Assoc. Member of the American Institute of Architects, Member of the Design-Build Institute of America, and Founder and President of the Real Estate Investment Advisory Council (REIAC). He is Chairman of the P3 Committee of the Western Council of Construction Consumers.
