Responsible for the leadership and strategic direction of four County departments: Parks and Recreation, Libraries, Cooperative Extension and Soil and Water Conservation. Great strides were made in interdepartmental collaboration of programs and staff professional development. Oversaw the development of a new Outdoor Recreation program, Lakeside Lodge Event facility and modernization of the Main Library facility.

Provided leadership and vision for a large municipal Parks and Recreation program. Oversaw the renovation and development of numerous recreation, park and historic properties. Garnered unanimous support by County Council for a 2% Hospitality Tax exclusively for park development. Instituted policies which resulted in $3.5 million in cost savings while under the Spartanburg Parks Commission structure.
