I've been a Member of the National Assembly for Wales since 2003 representing the Caerphilly Constituency. From May 2011 to September 2014 I was a member of the Welsh Government; first as the Deputy Minister for Skills and Technology, and then Minister for Communities and Tackling Poverty.As a backbencher I took a particular interest in skills development and vocational education. I also have a firm interest in promoting healthy living. I formed the All Party Groups on Healthy Living, Diabetes, the Built Environment, and Beer and the Pub (a serious Group about promoting Welsh beers and ciders and also pubs as community hubs safe places to socialise). As the Deputy Minister I introduced and developed Jobs Growth Wales (JGW) and our enhanced and expanded Apprenticeship Scheme. As the Minister I introduced the Well-being of Future Generations Bill and did much of its planning and preparation.For more than five years I Chaired the Welsh Government's Committees that oversaw the use of European Structural Funds in Wales. I worked closely with WEFO Officials. Consequently I understand very well the value of the EU to Wales. I'm a passionate supporter of the UK remaining within the EU.Prior to entering full-time politics I worked for the WJEC as part of (latterly as Head of) its Asset to Industry Unit. The Unit developed occupation standards, NVQs and Apprenticeship Frameworks for many different industries. Promoting CPD and the Investors in People Award was a key part of the job role.My earlier career saw me working in mining and engineering, including four years in Saudi Arabia and Libya, following my degree in Mining Engineering from Cardiff.
