Assumed oversight of the newly created Human, Social, and Cultural Behavior (HSCB) Modeling program. I was the primary representative of the CTTSO at White House and other interagency policy committees including Homeland Security Presidential Directive-19 sub-Policy Coordinating Committee. I represented the office on policy matters and acted as a technical expert in countering IEDs in the Homeland. I was elected by the interagency committee to co-chair the newly created Domestic Counter-IED Working Group under the National Science and Technology Council - Homeland and National Security Committee. As co-chair, I assisted the coordination of C-IED work across the entire government. This group published a White House document entitled “Research Challenges in Combating Terrorist Use of Explosives in the United States. I also served as the principle media and congressional affairs representative for CTTSO. I developed and implemented an outreach strategy to inform key Congressional representatives of our successes and plans. Participated in industry liaison groups, including as an advisor to the National Defense Industrial Association (NDIA) - Special Operations/Low-Intensity Conflict (SO/LIC) Executive Board.

Deputy DirectorDhs Science And Technology International Programs Jul 2007 - Dec 2007As one of 14 SES candidates selected for the inaugural DHS CDP, I performed a developmental assignment as acting Deputy Director for IPD within the Office of the Under Secretary of Homeland Security for Science and Technology. As the Deputy Director, I participated in bilateral meetings discussing homeland security issues with foreign government delegations from Sweden, Australia, Japan, and the European Union. I served as a subject matter expert on improvised explosive devices for the Directorate by writing point papers for the Under Secretary and by briefing panels such as the congressionally-directed Homeland Security Science and Technology Advisory Council and the SES S&T division directors.

Deputy DirectorCombating Terrorism Technical Support Office Nov 1999 - Jul 2007As the Deputy Director I was responsible for supervising 14 program managers ranging from GS-13 through 15 and overseeing more than 70 Government and contract support staff. I recruited and hired the majority of the senior technical staff. I also provided technical and programmatic oversight of more than $200M in research and development programs. These programs are the national interagency combating terrorism research and development program known as the Technical Support Working Group (TSWG), the Explosive Ordnance Disposal/Low-Intensity Conflict (EOD/LIC) program, and the Irregular Warfare Support (IWS) program. This included overseeing more than $20M per year in research and development related to explosives detection and CBRN Countermeasures. Over my tenure, we grew the office budget from $43M to approximately $200M per year. For each program, I oversaw requirements identification and analysis, identification of the most appropriate performers, and subsequent contract awards and task execution. During the execution phase, I ensured each program manager was meeting technical, financial, and operational objectives. Upon task completion, I worked with program staff to ensure developed systems transition to operational use with customer agencies. I further participated in international bilateral meetings with the Governments of Canada, Israel, Singapore, Australia, and the United Kingdom (UK). I have participated throughout my tenure as a representative to the UK, Canada, and Israel bilateral meetings. For the recently signed bilateral agreements with Singapore and Australia, I was a member of the initial team that met with each country to discuss the framework for the agreements and provided recommendations for them to organize internally in order to facilitate the effective management of and quick signature of the agreements.

Program ManagerOffice Of Special Technology 1993 - 1999I served as the Senior Program Manager for TSWG under OASD (SO/LIC). I assembled and led a team of 20 government and contractor personnel to meet end user requirements and ensure proper financial and technical management. I built interagency ties with over 50 Federal agencies from eight cabinet departments and solicited interagency requirements, developed task execution plans, prepared procurement packages, and executed more than 50 concurrent projects per year. I successfully increased the program’s budget from $6M to $43M over this period. During the majority of this time I personally managed more than 40 projects per year with nearly ¼ focused on explosives detection and CBRN Countermeasures. Served as the Program Manager for the Counter Proliferation Support Program focused on chemical and biological detection systems supporting Special Operations Forces.

Chemical EngineerNaval Ordnance Station 1988 - 1989I participated in a rotational training program through the weapons simulation, x-ray, and warhead production groups. In weapon simulation, I learned several software packages that enabled me to prepare new quality assurance documentation for all weapon simulation systems. While in the X-ray group, I used this same knowledge to develop x-ray tracking logs for all systems. In addition I wrote and delivered a radiation safety course to all the technicians in the office.
