January 2014–Present: Chief Financial Officer: District of Columbia. Responsible for financial aspects of the District of Columbia, including a $16.7 billion annual operating budget and a six-year capital improvement program of over $8.2 billion. Appointed by Mayor Vincent Gray and confirmed by the District Council with approval by Congress to complete Natwar M. Gandhi’s five-year term through June 2017. Reappointed by Mayor Muriel Bowser with District Council confirmation and approval by Congress for a full term through June 30, 2022. Oversee approximately 1,700 staff members in tax and revenue administration; the treasury office (debt and investments); controller’s office (financial reporting and accounting); budget office; economic and fiscal analysis; revenue estimation and legislative review; internal audit and risk management; DC Lottery; Washington Convention Center financial operations; United Medical Center Hospital financial operations; University of the District of Columbia financial operations and all District agency financial staff reporting directly to the CFO for fiscal oversight. Certify all budget actions by the Mayor and Council and approve all legislation for fiscal sufficiency before submission to Congress. Coordinate with congressional committees and the US Office of Management and Budget staff that oversee District affairs. Represent the financial status of the District to the investor community, including bond rating agencies and financial regulatory authorities and in July 2018 achieved the highest bond rating of any large city or state from Moody’s. Acting Board member of the Washington Convention and Sports Authority (WCSA) and Destination DC (tourism and marketing board).

Chief Financial Officer for the 5th largest US city with a $3.4 billion annual budget and nearly 15,000 employees. Manage a $7 billion debt portfolio and more than $2 billion in investments. Responsible for financial accounting and reporting, debt and investments, financial planning (revenue and expense forecasting), utility rates, real estate, risk management. AR, AP, payroll, sales taxes, enterprise resource planning, and citywide procurements. Served on the City of Phoenix Employee Retirement System (COPERS) Board, Downtown Hotel Corporation Board, Phoenix Community, Development Investment Corporation Board (new market tax credits), Long Term Disability and Self Insurance Trust Board, and executive sponsor for the Phoenix Industrial Development Authority (PIDA). Acted at the lead finance representative for the development of the downtown Arizona State University (ASU) campus that included, land and building acquisition, financing, and development of agreements between the Phoenix and ASU. Played a similar role in the development of the Phoenix biomedical campus and the key downtown development project "Cityscape". Began career in Phoenix as an entry level research and rate analyst and moved progressively through the organization that provided hands on experience in all areas of public finance.

Developed reports and peformed statistical analysis and econometric modeling related to water conservation, water demand forecasting and noise management. Clients included the Metropolitan Water District of Southern CA, City of Phoenix, AZ, U.S. Army, and numerous other smaller cities.

Selected as Illinois Governor's Internship program for two summers with the Department of Energy and Natural Resources. Completed projects and reports related to landfill gas and oilfield brine contamination

Served in the U.S. Army and honorably discharged as a Specialist IV in the Military Police. Served in support of the 24th Infantry Division in the U.S. and V Corps in Europe. Primarily acted as a patrol supervisor of military establishments in concert with German police (polizei) in Darmstadt, Germany. Graduated from the Noncommissioned Officers Academy Bad Toles, Germany.
