Performs highly complex (Director-level) managerial work administering procurement, contract development and contract management. Work involves developing, coordinating, and evaluating specifications for contracts, as well as for purchasing commodities and services. Oversees Purchase Orders (POs), requisitions, solicitations, invoice audits, accuracy of records and organization of purchasing files and records. • Prepares scope of work, specifications, and conditions for new contracts or solicitations; prepare contracts; and awards new contracts. Process contract documents to ensure that management and general counsel understands and authorizes contract terms.• Manages day-to-day activities of Procurement team.• Identifies areas of needed change and makes recommendations to improve procurement and contracting operations.• Monitors the requisition and ordering of supplies, computer equipment, furniture, and publications for all divisions, including initiating and recommending approval to purchase and/or make emergency purchases in accordance with all state and OOG purchasing procedures. • Coordinates the negotiations of contracts and recommends annual contracts awards.• Plans, implements, coordinates, monitors, and evaluates purchasing program guidelines, procedures, policies, rules, or regulations. • Obtains all informal and formal bids, when required, and accesses the Comptroller of Public Accounts bid list contract information. Managed day-to-day activities of procurement and contract staff to ensure compliance with purchasing laws, rules, and regulations established by the Texas Comptroller. Prepares Texas Military Department’s procurement plan for approval and submit to SPD prior to deadline. Prepare and submit all reporting requirements including semi-annual and annual HUB report, updating Legislative Budget Board Contract Database and submit TPPD report by the 15th of every month as outlined in TGC 2155.441. • Manage logistics for Operation Lone Star/Border Surge including interagency agreements, vendor contracts, and purchase orders to ensure compliance with Texas Government Code 418.016. Document and research any discrepancies. • Respond to LBB inquiries in a timely manner supplying supporting documentation• Conduct job analysis and requirements including preparing job postings and modifying job descriptions, selecting viable candidates for interviews, conducting interviews, and hiring the best candidates for the position. • Review and approve all informal and formal bids.
