ADS is a global Data Services organization that provides labeled data for machine learning (ML) technologies within and beyond the Alexa organization.I coordinated with business teams across Alexa to convert roadmaps, historical data, and ambiguous requirements into an accurate monthly and annual data plan. I managed one-third of the global data requirements to support the launch of new features, devices, and languages.Successes include receiving the Employee of Q4 2019 award for developing a language expansion data model that was used to launch Alexa in four languages, training high profile machine learning scientists, and implementing a dynamic internal efficiency program. I also increased data forecast accuracy from 70% to greater than 99% in 12 monthsAdditionally, I identified reasons for capacity gaps and communicated mitigation action plans to customers, and analyzed data to determine forecast variances between planned and actual demand.

I created and managed programs for PCG Health-wide implementation. The three main programs I managed were technical project management, conference management, and professional certifications.Technical project management gathers data from the application development team and the Business Team during the development process so that we can gauge a project and ensure that it is running smoothly, keep a history of project changes, and analyze the data to improve development. The conference management program helps PCG Health facilitate registration for, track attendance of, and share information learned from over 50 conferences.The certification program advises PCG Health staff on how to obtain and maintain over twenty certifications to include PMP, Six Sigma, Business Continuity, and Scrum Alliance Certifications.I also advised PCG Health teams on project management best practices and served as a project manager for the PCG Staffing Solutions Organization (SSO). I planned the development of and expansion for PCG SSO that offers talent acquisition, management, and consulting services. I met with individual teams weekly for the execution phase of this project utilizing Wrike.Additionally, I taught two, day-long project management courses for new PCG staff and earned exceptional reviews.

I managed the daily operations for the PCG Health Project Management Office (PMO) and three project managers. I developed and implemented project management processes for the Health PMO portfolio of over 170 projects valued at $100 million. The PMO met with over 70 PCG Health staff and created project management documents, conducted training, and oversaw software implementation.Additionally, I managed the PCG Health certification program to ensure that over 30 staff received guidance to earn and maintain their PMP, Six Sigma, and Scrum Alliance certifications, and oversaw PMO database operations and developed Tableau visualizations to inform management of compliance statistics. Successes include creating scalable project management documents for the entire PCG Health portfolio and enabling a culture change to one that incorporates project management best practices.

Planned, developed, coordinated, and directed the activities of the team, involving the analyses and reviews in support of air permit applications and other agency projects as directed. Completed human resources management functions, which included interviewing, hiring, and developing staff. Assigned work and oversaw team projects, activities, and reviews in support of the air permitting program and other agency projects as directed. Led, conducted, and participated in highly advanced projects and streamlining initiatives involving air permitting policy, regulations, technical reviews, and business programs. Served as advisor and consultant to management and staff in technical matters and program functions. Communicated with internal and external customers regarding the applicability of state requirements related to division processes and programs.

Reviewed and conducted over 140 highly complex air dispersion modeling analyses utilizing AERMOD, ISC, and SCREEN3 for new source review (NSR), prevention of significant deterioration (PSD), and permit by rule (PBR) air permit applications as the lead modeler and assessed the impacts of air pollution sources consistent with federal and state requirements. Each project required coordination between permit reviewers and permit applicants to provide written and verbal technical guidance that addressed appropriate modeling methodologies, an assessment of emissions inventories, coordination with the permit reviewer to determine pollution control strategy assessments, validation of model inputs, an analysis of model outputs, and creating complex simulation models to determine the appropriateness of an applicant’s representation. Advised applicants in over 20 air dispersion pre-modeling meetings as the subject matter expert where I reviewed proposed modeling methodologies and provided guidance on state and federal requirements.Created the New Hire Training Program that established standardized operating procedures. Exceeded standards on five annual reviews.

Managed an upper level Signals Intelligence analysis and reporting office with responsibility for the southern half of Iraq during Operation New Dawn (2010-2011).Directed and mentored a team of 20 personnel to perform time-sensitive and in-depth analysis against various threat groups by developing, supervising, and reviewing hundreds of analytical projects. Documented all analytical processes and developed a comprehensive training plan in order to pass institutional knowledge to follow-on units.Awarded the Bronze Star Medal and also repeatedly acknowledged for superior performance through expedited promotions.
