Spaceport Visionary, Commercial Space Launch Regulation
Contributed to teams that developed the successful license applications for spaceports at Mojave, CA, and Midland, TX. Worked closely with airports and FAA/AST to develop commercial spaceport license regulations. Consulted extensively with a committee developing the U.K.’s spaceport and spacecraft licensing approach and with Curacao authorities on their regulatory approach.

Led the exploration of options for NASA’s increased use of commercial space systems. Consulted with members of Congress, congressional staff, and the White House Office of Science and Technology Policy (OSTP) to explain opportunities for national space efforts to be more effective and to foster more commercial market-oriented solutions. Worked with Rep. Dana Rohrabacher over two-years of intensive effort to craft and pass the Commercial Space Launch Amendments Act of 2004. Developed the informed consent regulatory approach for commercial human spaceflight, in which the customer is informed of the risks and the accident record of the operator. Worked throughout 2015 with stakeholders on inputs to the Commercial Space Launch Competitiveness Act, which includes reauthorization and updates.
