Led a parliamentary governance project in Bishkek, Kyrgyzstan to improve the lives of Kyrgyz citizens by linking parliamentary initiatives with constraints to inclusive growth in tourism, fruits and vegetables and IT sectors. Governance in Action, funded until 2023, is trying at the same time to achieve results in both parliamentary strengthening and economic development through adapting the approaches of Thinking and Working Politically and Doing Development Differently. The project is DFID-funded and uses adaptive management, political economy analysis and interventions like technical assistance, collective action and mentoring . • Pioneered efforts to improve the lives of Kyrgyz citizens by linking parliamentary initiatives with reducing constraints to inclusive growth in the tourism, agriculture and IT sectors. Directed a 10-person local team to support issue-based coalitions that utilized parliamentary oversight mechanisms to change laws to benefit job creation and adjusted policies to improve service delivery. Implemented adaptive programming based on political economy analysis, quarterly strategic reviews, and collection and application of lessons learned. Led strategic and operational planning that delivered monthly reporting and quarterly project deliverables to DFID on time and to specs. • As senior representative of Palladium on the ground, led engagement with Kyrgyz Parliament, Government of KR and business sector, including meetings with Speaker of Parliament, head of parliamentary apparatus, MPs and business leaders. • Led S2JK to achieve A+ scores on DFID annual reviews for 2016 and 2017. Project commended in January 2018 for “exceeding expectations, making quicker progress than anticipated as it has gone into implementation.”

September 2014 – March 2016: Completed a non-fiction book on the Cold War in Central Asia scheduled that was published by Indiana University Press Feb. 1, 2018. Titled Have the Mountains Fallen: Loss and Redemption in the Cold War, the book features two men from Kyrgyzstan, writer Chinghiz Aitmatov and Radio Liberty broadcaster Azamat Altay. The book tells the history of the rise and fall of communism in Soviet Central Asia through their lives and their joint mission, carried inside and outside the Soviet Union, to preserve their small people's culture and dignity.May 2016: Proposal coordinator and writer, CAMRIS International, Bethesda, Maryland. Organized and led 6-person team in conceptualizing, writing and submitting on time $20 million Governance for Local Development proposal to USAID Senegal. February 2016 – 2022: Director, Douglas A. Campbell Foundation, Los Angeles, CA. Review proposals and make recommendations for funding “hands-on” projects to support human development and education in Asia and the Middle East.October 2015: Election observer, Ukraine. Organization for Security and Cooperation in European (OSCE). Deployed as short-term observer to the Carpathian Region as part of OSCE’s election observation mission to Ukraine’s local elections in October 2015. Filed Election Day reports on visits to polling stations.

• Directed 20-person office headquartered in Amman, including IRI Jordan and IRI’s Arab Women’s Leadership Institute. Procured over $6 million in USAID funding for DG programming in Jordan. Secured IRI's registration as a local NGO during the Arab Spring. • Expanded IRI’s program with 21 mayors and municipal councils to include use of a mobile-app for citizen surveys. Provided campaign, constituent outreach and communications training to support good governance efforts by Jordan’s mayors. Supported citizens in their development and use of social accountability mechanisms for local government. Oversaw implementation of IRI’s Empowerment Program to equip young women from poor villages with political skills. • During the Arab spring, provided expert advice to US Embassy and USAID officials on political developments in Jordan and briefings on IRI programming and polling results. In 2013, as the Arab Spring waned, organized an international election observation mission in Jordan, whose balanced assessment, in concert with other reputable observation missions, helped solidify Jordan’s stability in an increasingly volatile region. • Managed IRI’s polling program, including expert trainers from Palestine and Iraq. When requested to adapt programming to changing political conditions, designed, drafted and fielded four public opinion surveys as well as a series of tracking polls to help Jordan’s Independent Election Commission improve voter education and media coverage of the January 2013 snap parliamentary election.
