Provided strategic leadership to department of 840 staff and operating budget of $230 million. The mandate included labour relations, employment standards and OHS policy and programs, labour market policy and programming, immigration, and professional regulatory organization oversight. Supported the Minister, and led a cross-functional team through the review, consultations, and major reform of Alberta labour legislation (essential services, labour relations, employment standards, OHS, and workers compensation legislation). The team was awarded the Premier’s Public Service award for Innovation in Public Policy.

Provided leadership and strategic direction to the management and staff of two departments, the Manitoba Housing and Renewal Corporation, and the Office of the Fire Commissioner Special Operating Agency. Oversight included more than $2.5 billion in assets, $507 million in total expenditures and 1,135 staff.

Provided leadership and strategic direction to the department and Special Operating Agency with a combined budget of $1.1 billion and a staff complement of 2,400 people. Launched a lean transformation initiative to enhance program and service sustainability, improve organizational alignment and accountability, and strengthen financial management. Realized more than $20 million in savings over 18 months.

Provided strategic leadership to department of 407 staff and budget of $75.2 million.Championed effective workplace safety and health strategy yielding 41% reduction in time loss injury rate since 2000.Facilitated innovative, holistic immigration and settlement strategy that increased annual immigration landings four-fold to more than 15,800 landings in 2010.Canadian Government Expert Spokesperson on Labour Administration and Labour Inspection at 100th Session of the International Labour Organization, June 2011.

Spearheaded public consultations, policy and program development, and implementation of new workplace injury prevention strategy, affecting 540,000 provincially regulated workers in 35,000 workplaces. The strategy included the most significant amendments to The Workplace Safety and Health Act in 25 years; a comprehensive regulation review; enhanced enforcement; improved training; and the launch of the SAFE Work injury prevention public awareness campaign.

Provided leadership and direction to the provincial health and safety agency, responsible for 480,000 workers in more than 35,000 workplaces.Rebuilt staff morale, implementing consistent operational procedures, and fostered constructive relations with employers, unions,and other stakeholders.Managed stakeholder consultations, policy development and implementation of comprehensive new occupational health and safety regulations.

Provided leadership and direction to department’s central policy and planning division.Managed consultation, policy development, and strategic communications for labour legislation reform; which included revisions to workers compensation, occupational health and safety, trade union and labour standards legislation.
