U.S. Principal and Head of Delegation to the NATO Science & Technology Board

Principal planner, advisor and top-level coordinator for the Army Science and Technology (S&T) Program. Manages the Army's Science and Technology programs for Basic Research, Applied Research; and Advanced Technology Development Research and is responsible for investment strategy, prioritization, integration, program justification and coordination with stakeholders and Army Senior Leadership.

Provide strategic direction and programmtatic oversight for the basic research program for all Army laboratories, research, development and engineering centers—comprising programs at the Army Research Laboratory, the Army Research Institute, the Army Corps of Engineers, the Medical Research and Materiel Command, and the Space and Missile Defense Technical Center. Direct the Army Educational Outreach Program - Army-sponsored research, education, competitions, internships and practical experiences designed to engage and guide students and teachers in science, technology, engineering and mathematics (STEM) education!

Developed documentation and strategies for prioritizing, presenting and defending the Army basic research budget, programs and plans to the senior leadership. Served as expert technical authority on questions relating to research programs, research objectives, thrusts, and investment strategies.

Experimental and analytical research of the aeroelastic properties of advanced helicopter rotor systems, rotor stability, vibration, loads, and performance; structural mechanic and dynamic analyses of helicopter rotor and hub scale models, software development and maintenance of data acquisition and reduction software; and design of wind-tunnel scale models.
