As the CACI Program Manager in the National Capital Region (NCR), I oversee a 23-million-dollar federal government contract for the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of Continuity Programs (ONCP) for the critically important Integrated Public Alert and Warning System (IPAWS). I ensure the program schedule, performance, and deliverables are met. I have a demonstrated aptitude and experience with complex problem solving, participation, and driving people, teams, projects, and programs to success. Some responsibilities of this vital FEMA ONCP program include:• Accountability for cost, schedule, performance, and risk identification and mitigation of program. Leadership of program control, scheduling, management of personnel, staffing, systems, tools, equipment, software, facilities, budget, travel, resolving production-related problems, and myriad other requirements and activities.• Providing leadership for three multidisciplined, cross-functional teams who deliver technical assistance and national-level training to the Federal, State, Local, Tribal, and Territorial Alerting Authorities; Support national resilience by ensuring local, state, and federal governments maintain the ability to alert and warn the public of impending and ongoing hazards.• Leading all aspects of contract work, staff identification and management, dissemination of information, submission of reports, contract deliverables, providing direction to ensure quality standards, ensuring resource and technical capabilities are intact, program tracking, analysis of the program, and conflict resolution.• Monitoring progress of deliverables, profit, customer satisfaction, resolving discrepancies to ensure compliance with work quality standards, expectations, and other requirements while adapting to emergent changes and needs of the contract.• Communicating with internal and external management for corporate and customer needs and expectations.

Established and oversaw priorities and goals for five DEA enforcement and oversaw the investigative, diversion, and enforcement activities for two enforcement groups in Philadelphia and three in Delaware. Responsibilities included coaching and mentoring 1st-line Supervisory Special Agents, management of personnel from various backgrounds and professions, and the supervision and oversight of federal initiatives done in collaboration with local, state, and federal stakeholders. Ensured employees received training, followed administrative requirements, safety, and security protocols. Oversaw a four-million-dollar budget and ensured policies and procedures were adhered to during investigative and enforcement activities and operations. Safeguarded organizational efficiency and effectiveness through leadership, vision, and strategic planning. Some of my responsibilities as a DEA ASAC involved:• Managed cross-functional and matrixed teams to achieve desired outcomes in dynamic environments.• Provided direction, oversight, and development of global drug-trafficking and money-laundering strategy, initiatives, and investigations.• Oversaw complex, international, trade-based, money-laundering investigations. • Participated in executive briefings for up-chain reporting to leadership.• Collaborated with other federal, state, and local law enforcement stakeholders to share intelligence, focus on priorities, mitigate inefficiencies, and to reach the collective goals officer safety, public safety, and successfully prosecuting our cases.• Participated in live Press Releases with numerous news organizations to broadcast the culmination and success of significant cases.• Reviewed and approving all investigative and enforcement Operations Plans; recognizing safety concerns, directing corrective actions, and resolving nuanced, contradictory, and ambiguous information during planning and execution.• Resolved problems, issues, or conflicts with diplomacy and tact.

Identified emerging issues and effectively dealt with ambiguous and unstructured problems stemming from unforeseen natural and man-made disasters and situations. Improved, managed, and implemented security and national-level continuity strategies and programs. Received DEA’s Special Act of Service Award in 2021 for strategic leadership, planning, and management of DEA’s Pandemic Influenza Response plan and overcoming complications pursuant to COVID-19. Other duties as Chief included:• Maintained and executed emergency budgets, plans, programs, operations, and training.• Deployed personnel in support of public safety, force protection, and security during FEMA Mission Assignments for disaster response and recovery strategies and operations.• Represented DEA during monthly Executive Branch meetings at the Department of Justice, District of Columbia. This DOJ leadership formed the nation’s Emergency Preparedness Committee where I coordinated planning and strategy to enhance the resiliency of critical infrastructure to uphold the Constitutional form of government in the United States.• Responsibility for the oversight, review, approval, and biannual submission of continuity of operations (COOP) plans for DEA’s 239 domestic offices.• Oversaw four Emergency Action Plans (EAPs) for DEA’s Headquarters; the HQ COOP plan, the Devolution of Operations plan, the Medical Countermeasures plan, and the Pandemic Influenza Response plan.• Improved and expanded DEA’s Emergency Support Function #13 program.• Developed, funded, implemented, and maintained DOJ’s first emergency preparedness curriculum, the Disaster Readiness Course, now a DEA legacy training program that trains and equips hundreds of Special Agents who deploy to natural disasters.• Oversaw a million-dollar budget and implemented the funding to equip and train Special Agents for FEMA Mission Assignments.• Routinely liaised with the command staff at the National Coordination Center.

Supervised and participated in team deployments throughout the United States to augment and facilitate pharmaceutical investigations through interviews, surveillance, and undercover operations. Oversaw briefings and debriefings relative to ongoing investigative developments and strategy.

Supervised and participated in dozens of pharmaceutical-related investigations and enforcement operations involving corrupt registrants, numerous multi-jurisdictional pharmaceutical trafficking investigations, and one vast, global-impact, extra-jurisdictional investigation targeting India-based pharmaceutical sources of supply responsible for illicitly distributing millions of tablets of controlled substances to Europe, Asia, and North America.

Supervised and participated in dozens of illicit drug and firearms investigations. Successfully dismantled an international and multi-jurisdictional heroin and cocaine drug trafficking organization with extensive domestic and international ties. Earned DEA’s distinguished Administrator’s Award for Outstanding Group Achievement in 2014.

Case agent that successfully targeted and prosecuted foreign-based high-value targets (HVTs) involved with providing material support to terrorism and illicitly trafficking in military grade weapons and narcotics. Operated in 13 different countries in furtherance of covert international investigations. Facilitated INTERPOL Red Notices, Extradition, and Provisional Arrest Warrants (PAWs). International experience also included extra-jurisdictional coordination, enforcement, and extradition of high-value overseas targets from Latin America. Earned the United States Attorney’s Office Public Service Award in 2012.

Experience included leading domestic and international investigative and enforcement activities for a DEA High Intensity Drug Trafficking Area (HIDTA) group in Los Angeles, CA. Dismantled numerous drug trafficking organizations in the greater Los Angeles area and coordinated and participated in numerous large-scale, multi-jurisdictional domestic take-down operations across the United States.

Served as Special Agent and dismantled numerous drug trafficking organizations in furtherance of enforcing the Controlled Substance Act. Seized illicit narcotics, proceeds, firearms, and arrested and prosecuted numerous felony drug-traffickers in the greater Los Angeles area and beyond.

Facilitated firearms training and qualifications for DEA Special Agents. (NOTE: Certified in 2007 as a DEA Firearms Instructor and led DEA firearms training, tactics, and qualifications while assigned to the Los Angeles Field Division and the Special Operations Division.)

Enforced the Immigration and Nationality Act along the United States / Mexico land border crossing in San Ysidro, CA. Intercepted and seized illicit contraband and apprehended both narcotics and human traffickers. Gained expertise in fraud detection, identifying deceptive behaviour, strategic interviewing, and international relations.
