Jeff Bandman is Founder and Principal of Bandman Advisors. He advised FIA on launching the SEF Tracker. As Head of Partnerships & Alliances of LCH’s SwapClear, he devised the innovative CCP2 partnership program and championed the award-winning SMART margin simulator. He rebuilt and managed Cantor Fitzgerald’s market data business after September 11. Mr. Bandman started his career as an associate at Cravath, Swaine & Moore in New York, then was Americas General Counsel for Prebon Yamane. He graduated from Yale magna cum laude with honors in History and English, and has a law degree from Stanford. He is a five-time Jeopardy! Champion.

I teach UNIC's flagship course on law, regulation and policy of blockchain and cryptoassets. This global survey course is targeted for professionals including regulators, lawyers, auditors, compliance officers and anyone interested in learning more about this rapidly evolving field. I am also co-teaching IFF's course on virtual assets and AML targeted for law enforcement personnel and financial intelligence units.

The European Union Blockchain Observatory and Forum has been developed with the aim to accelerate blockchain innovation and the development of the blockchain ecosystem within the EU, and so help strengthen Europe’s position as a global leader in this transformative new technology. The EU Blockchain Observatory and Forum was created as a European Parliament pilot project in 2018, and is being run under the aegis of the European Commission’s Directorate General for Communications Networks, Content and Technology (DG CONNECT).The Observatory relies heavily on this community of experts to work towards increased positive impact of blockchain on the European economy.

Global Digital Finance is a not-for-profit cryptoasset industry policy initiative driving the acceleration and adoption of digital finance to support the next era of digitised commerce. GDF is actively working with regulators and industry bodies in building a global framework for tokens and cryptoassets through development of a Code of Conduct and Taxonomy for cryptoassets. GDF is in constant dialogue with policymakers, regulators and industry bodies across the globe – and is committed to a transparent, inclusive and global consultative process to develop the Code. At GDF I was responsible for establishing and leading our quarterly regulator-only forum, convening global regulators for chatham house rules discussions of emerging policy and supervisory issues.

BlockAgent Inc. is an independent SEC-registered transfer agent focused on blockchain-based digital securities. BlockAgent is the new regulated market infrastructure bringing trust and compliance to digital securities.I founded BlockAgent because I believe that for tokenization to succeed there should be well-run regulated market infrastructure for regulated products and markets - and that such infrastructure should be purpose-designed and built for digital markets. I sold the company in early 2022.

DCR also oversees members of CCPs and other market participants who may pose risk to the clearing process.• Lead negotiator for landmark “clearinghouse equivalence” agreement reached with European Union in 2016, resulting in “Common Approach to Transatlantic Clearing” resolving longstanding differences.• Lead negotiator for equivalence agreement for trading platforms reached with European Union in 2016, covering all U.S. futures exchanges.• Conceived and led pioneering cross-border “supervisory stress test” to assess impact of severe shocks across multiple clearinghouses and clearing members. Personally presented findings in closed-door Financial Stability Oversight Council (FSOC) principals meeting to Secretary of the Treasury and Chairs of Federal Reserve Board, SEC and FDIC.• To strengthen customer protection, achieved long-sought arrangements with Federal Reserve System allowing designated clearinghouses to deposit customer funds at Federal Reserve banks.• To promote cyber-resilience of critical market infrastructure, led full formal rulemaking for new cybersecurity systems safeguards rules for CCPs initiated by DCR and adopted in 2016 by CFTC. • Initiated first 3-country (US, UK and Germany) multi-regulator, multi-CCP fire drill, completed 2017.• To strengthen systemic stability, led formation of first U.S. crisis management groups (CMGs) for systemic U.S. CCPs, in conjunction with FDIC.
