In this capacity, I was responsible for managing cost, schedule, performance and risk in all tasking (30+ civilians and 150+ industry partners) in support of Fleet Cyber Command (FLTCYBERCOM) / 10th Fleet (C10F), Marine Corps Forces Cyberspace Command (MARFORCYBER), Unites States Cyber Command (USCYBERCOM), as well as other Service Cyber Components and their lower echelon commands. I also served as the SPAWAR Liaison to Ft. Meade Commands. I was thankfully given the opportunity to:• Establish relationships with DoD organizations as a systems engineering solution provider, understand requirements, undergo mission alignment / work acceptance, and work within our Competency Aligned Organization to execute that work using skilled teams of civilians and industry partners.• Provide cyber subject matter expertise on a variety of projects, to include the Committee on National Security Systems (CNSS) Architecture Working Group as the Navy representative, the Virtual Regional Network Operations (ViRNO) system, cyber situational awareness, and 10+ innovation projects in the areas of passive vulnerability analysis, network visualization, malware components and covert channels.• Regularly brief senior leadership on various SPAWAR efforts and initiatives, to include the Department of Navy Chief Information Officer (DONCIO) and various 3-star equivalent SES/Flag officers.• Establish a Cyber Rotation Program to bring engineers and scientists into an operational command for 6-month periods to understand their requirements, and send them back to the engineering hubs so that we can build better solutions.• Host an annual CYBERCOM Sync Day to share fast, 10-minute briefs with 5-minute question and answer across 20+ CYBERCOM projects within the SPAWAR enterprise to foster better communication and identify efficiencies.• Speak at security conferences and collegiate cyber defense competitions on red teaming for education, as well as street smarts for a career in the DoD.
