Provided project management, business analysis and technical writing skills to the Texas Department of Criminal Justice for the design, development, testing and implementation of two major applications, the Offender Case Management system Update (OCMU) and the Texas Risk Assessment System (TRAS). These are two of the three key components of the Agency’s EDMS Project. OCMU: Updating the technical infrastructure of TDCJ’s current web-based offender case management system as well as the development, testing, and implementation of interfaces to the TRAS and EDMS applications. It also includes updating the OCMU system documentation to industry standards and the project management of all these activities. TRAS: Development of a web-based risk management assessment and tracking system, an XML Messaging Exchange and an interface with OIMS. Deployment of the TRAS application and interfaces to production, development of the system documentation, and, preparing for the transition to the maintenance phase. Project management of the effort including planning, managing and reporting status.

Short term contract position to develop Request for Offer (RFO) for the Hunter and Boater Education Program:- Gathered and analyzed the business requirements, documented the system specifications, and prepared a Request for Offer (RFO) to solicit bids for an Online Registration, Certification and Database system for the Hunter and Boater Education Outreach and Education program within the Communications Division- Facilitated weekly reviews with business, technical, and purchasing subject matter experts (SMEs) as well as management

Led the WebSub and WebDealer projects to create a Web-based Motor Vehicle Registration and Titling System (WebAgent) for the newly formed Texas Department of Motor Vehicles. WebAgent allows the County Tax Assessor-Collectors, and their agents, to provide their services to the public in a more flexible and user-friendly way. - WebSub: provides real-time registration renewal functions for the County Tax Assessor-Collectors and their subcontractor agents, which replaces the subcontractor component of the Remote Sticker Printing System (RSPS)- WebDealer: automates all aspects of titling process (eTitles), replaces the dealer component of the Remote Sticker Printing System (RSPS), and, provides the ability to purchase new, or transfer current, specialty license plates at the dealer.

Managed the Electronic Grants Management Project (eGrants) and the Texas Railroad Crossing Project (TRAX) including the research, business analysis, requirements definition, technology research, solicitation, vendor negotiations, recommendations, contract development, contract management, software development, testing and implementation. eGrants received the 2008 Best of Texas award for outstanding service to the public by the Center for Digital Government, the TxDOT Journey Toward Excellence award, and the WASHTO Quality Service award.

Project Manager/Strategic Planner: Managed the Statewide Automated Crime Victim Notification Project (Texas VINE), including the solicitation, vendor negotiations, selections, contract development and implementation. Provided guidance, development and support for Strategic Planning, Project Management, Process Definition, and Technology Solutions to all areas of the Crime Victim Services Division, (including the Crime Victim’s Compensation program, Grants Management section, Crime Victim’s Institute, Sexual Assault Prevention & Crisis Services program, and the Crime Victim Notification program) as well as well as the Medicaid Fraud Control Unit and General Counsel Division.

Created and led the quality assurance, methodology, standards, Knowledge Management, Process Improvement, modeling and facilitation efforts for the IT Systems Development section of the Child Support Division.
